NACISA invites qualified U.S. firms to compete on the basis of NATO
international competitive bidding for the acquisition of North Atlantic
Command Control Information System (NACCIS) Maritime Core Capability
(MCC) for all ACLANT commands. The provision of the MCC is to be
achieved by the use of the existing, NATO owned software, called
Baseline 1.0, which is incorporated in the existing SACLANT and
IBERLANT CCIS. The scope of effort to be presented in the proposed IFB
includes the procurement of hardware platform, the procurement of the
Baseline 1.0 COTS packages for the selected hardware platform (i.e.
the requirement is to ensure that the same COTS packages as currently
employed in Baseline 1.0 are available in the baseline which functions
on the selected hardware platform), the porting of Baseline 1.0 to be
selected hardware platform, the installation of the small and medium
configurations in the target commands, training and the provision of
documentation. The principle porting effort will focus on integrating
the procured COTS packages together with the US Government software
package which will be ported to the Bidder selected hardware platform
by the purchaser and provided to the Bidder as GFE, by revising the
NATO owned code to reproduce the seamless capability on the selected
platform. The scope of effort does not include and software development
beyond that required to accomplish the software porting. The resulting
contract will require procurement of hardware, porting of software,
integration, installation and training. Interested firms should have
NATO Secret clearance. All applicants must be certified to compete in
NATO ICB by the U.S. Department of Commerce, Office of
