609-485-5726. In accordance with the Federal Aviation Administration
Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose
of this announcement is to inform industry of the basis of the FAA
decision to contract with a selected source via single source
procedures. The FAA William J. Hughes Technical Center intends to award
a single source contract to Rosemount Analytical, La Habra, CA, to
acquire an Analytical Aircraft Engine Emissions Testing System. This
system includes the following analyzers: (1) Model 880A NDIR Analyzer,
Ranges: 0-5, 0-20% CO, Output: 0-5 VDC Linear. (2) 880A NDIR Analyzer,
Ranges: 0-5, 0-20% CO2, Output: 0-5 VDC Linear. (3) 955 NO/NOX
Analyzer, Ranges: 0-10, 25, 100, 250, 10000 PPM, Output: 0-10, 100 MV,
0-1, 5 VDC Field Selectable. (4) 402RS Heated Hydrocarbon Analyzer,
Ranges: 0-100 PPM (Adjustable) as propane primary 0-1000 PPM
Over-Range, Output: 0-5 VDC, Display: 3 1/2 Digit LED %Range of HC. (5)
OM11EA Oxygen Analyzer, Ranges: 0-5, 10, 25%, Output: 0-5 VDC. Two of
the five analyzers will be an overhaul (refurbishment) of the existing
880 non-dispersive infrared, used for Carbon Monoxide (CO) and Carbon
(CO2). The other three will be new analyzers using state-of-the-art
technology. Rosemount Analytical is the only know designer and
manufacturer of an aircraft engine emissions testing system for piston
engine aircraft capable of reading absolute numbers (not just relative
emissions) in the above stated ranges and output (especially in the
area of 20% CO). Rosemount analyzers generate data that is industry
accepted and laboratory quality. Additionally, FAA personnel have been
operating and maintaining the same or similar analyzers for the past
15 to 20 years thereby minimizing the cost associated with extensive
training on different equipment. A competitive solicitation is not
available for this procurement. If your firm does not agree with this
single source determination please provide evidence of your firm's
capability and experience in providing the above mentioned system and
the FAA Tech Center will evaluate that information accordingly. All
