synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional

This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued.
Solicitation DTCG49-96-B-QFMT01 is issued as an invitation to bid (IFB)
which will result in a firm fixed price supply contract. All
solicitation documents and incorporated clauses are those in effect
through Federal Acquisition Circular 90-38. The SIC Code is 3861 and
the small business standard is 500 employees. This is an unrestricted
procurement. The Coast Guard has identified the requirement to convert
the base theater from a 16mm to a professional 35mm projection system.
The work consists of, but not limited to the contractor furnishing all
material, equipment and labor necessary for the upgrade. Item 0001
Projection Equipment 1 Unit price, Item 0002 Lens 1 Unit price, Item
0003 White Screen 1 Unit price, Item 0004 Sound Equipment 1 Unit price,
Item 0005 Miscellaneous Equipment 1 Unit price, Item 0006 Acoustical
upgrades 1 Unit price. The following descriptions of items are
necessary to meet the minimum requirements of the Coast Guard; A new
35mm platter projection system which will operate off a single phase
electrical line. The projection equipment must include a 35mm projector
with electric dowser, sound reproducer with LED reader motor, console
with power supply, platter system with 3 payout heads and make up
table, remote start for automation at snack bar with cable, automation
system with cue detector, and two bulbs. Lens with a 62 foot throw,
35mm lens 65mm flat, 35mm film lens 100mm 4.00 in scope, anamorphic
lens scope. Cinema sound equipment which will be operated off a single
phase electrical line; Cinema stereo sound which includes; cinema
stereo processor, Cinema monitor speaker, CD non sync, 5-power cinema
amplifiers and 77in cinema sound rack pre wired, three LX speakers
systems, subwoofer speaker system, eight cineam surround speakers with
mounting brackets. A 12'H x 23'W matte finish white screen. The
miscellaneous equipment will include a 35mm SS splicer, safety kit to
change bulbs, two 35mm changeable shafts, Six 2000ft reels. The
acoustical upgrades shall include; one set of wall draperies 75%
fullness, color blue or red sewn on top for two side walls (15'H x
49'W) and one rear wall (15'H x 49'W) and one rear wall (15' Hx42 'W).
One lot 1-1/2'' insulation for item f(1) above, Two panels of stage
draperies no fullness, color black with masking material 16'Hx10'W, One
lot 1-1/2 insulation for item f(3) above (2) areas of 16'H x 10'W, One
set of hand operated side masking transparent fabric color black,
tracks top and bottom 4' move on each side, One set top and bottom
masking which are non movable black duvetyne which is 2'H x 26'W each.
For each item description the following installation is required,
install eight cinema speakers, wall draperies including wood capping
#2' x4' nailers, remove existing screen and relocate screen frame 12'',
include materials and labor to cable the theater for sound, install
projection and sound equipment and install remote operating system at
snack bar. Training shall be provided on all aspects of the above, and
will become the contractors property, and responsibility to remove
from the premises, upon completion of installation of the upgraded 35mm
system; One JBL4675B Speaker which is less than one year old, One Elmo
1100LX portable 16mm projection with power supply and take up reel
which is 4 years old. One Elmo 1110LX pedestal 16mm projector with
power supply and take up reel which is 10 years old. All items shall be
delivered and installed no later than 06 September 1996. Descriptive
literature to verify if the items meet the requirements set forth are
required. The following clauses are referenced but have the same effect
as if in full text: 52.212-1, Instruction to Offerors-Commercial Items,
52.212-2 Evaluation-Commercial items, 52.212-3 Offeror Representations
and Certificates-Commercial Items, when submitting a bid please
include a completed copy, the full text of this clause can be provided
by this office. 52.212-4 Contract Terms and Conditions-Commercial
Items and 52.212-5 Contract Terms and conditions Required to Implement
Statues of Executive Orders-Commercial Items. The following FAR
clauses contained in FAR 52.212-5 are applicable: 52.222-26, 52.222-35,
52.222-36, 52.222-37, and 52.225-3. The warranty period for all items
is a minimum of 90 days. All responsible sources may submit an offer.
The bid opening is scheduled for 31 July 1996 at 10:00 at the U.S.
Coast Guard Training Center, 599 Tomales Road, Building 140, Petaluma,
Ca. 94952-5000. USCG Training Center hours are 7:00 AM thru 4:30 PM.
