serves as a notice of intent to negotiate a sole-source firm
fixed-price contract with the State of Washington, Department of Fish
and Wildlife (WDFW), to provide a suitable facility and conduct a study
of out-breeding depression expressed in Pacific salmon and to determine
the genetic mechanism for this expression. We believe the Washington
Department of Fish and Wildlife is the only agency in Washington State
that is capable of providing a suitable facility and coho salmon
stocks to conduct and monitor an experiment of this scale and
complexity. South of Alaska, Puget Sound coho salmon are the organism
of choice for this experiment because of their nearly invariant
generation time (3 years) and relatively high smolt-to-adult survival
rates. Although coho salmon populations also occur in Oregon and
California, we believe that this study should be implemented with Puget
Sound coho salmon for two reasons: 1) most Puget Sound populations and
hatcheries are readily accessible from the Northwest Fisheries Science
Center, which would facilitate direct supervision by NMFS scientist;
and 2) populations south of northwestern Washington are generally
thought to be at increased risk of extinction and may therefore be
inadequate to meet the study's sampling requirements. The Contractor
shall be required to: must spawn coho salmon from three Puget Sound
populations; spawn adults from these populations to yield experimental
groups that are each established from at least 20 single-pair matings.
The period of performance will be a base year plus five option years.
Any firm wishing to offer on this procurement must show demonstrated
experience necessary to perform this project. This notice may represent
the only official notice of such solicitation. See Numbered Note 22.
