Kay, Contracting Officer Furnish labor, equipment and materials necessary to pick up, repair, test and return Government-owned Leslie Valves. Equipment includes 600 and 1500 psi series diaphragm control valves, pump governors, back pressure regulators, hot water heater and control valves, pilot controllers, reducer strainer, steam reducer, positioner, booster and remote operating gear. Performance at Pearl Harbor, Hawaii, for the period 1 Aug 96 through 31 Jul 97 includes four 12-month option periods. The contract will contain FAR clause 52.217-8. Supplies/services will be purchased by issuance of orders to be placed under the resultant indefinite delivery/requirements contract. The initial contract to be placed is NOT the order for supplies/services. Negotiations with Hawaiian Fluid Power are intended. Justification for other than full and open competition is that the Leslie Valves must be certified in accordance with the original equipment manufacturer, Leslie Controls, Inc., whose sole representative in the Hawaiian Islands is Hawaiian Fluid Power. Any sources other than the original equipment manufacturer that feel they have the ability to furnish the above services are requested to provide legal documentation that clearly demonstrates they have ownership of the required documentation as well as legal access to Leslie Controls, Inc. manufacturing process. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
