Dscresbrfithe defense Supply Center Richmond (dscr), plans to issue a
request for information (RFI) for services required for distribution
Operations at the Defense Distribution Depot McClellan, CA (ddmc) and
the Defense Distribution Depot San Antonio, TX (ddst), to include
receipt, storage, issue, transportation and inventory accountability of
material. Requirements could also exist to perform unique distribution
related services such as kitting, preservation, packaging, packing and
marking, consolidation of material, and shipment planning and tracking.
DLA envisions allowing contractor use of excess storage and processing
capacity for performance of Commercial business. In addition, DLA
would like to identify how industry would enhance overall material
readiness through improvements in reduced net-landed COST to the
customer, ensure information accuracy and accommodate for surge
increases in workload to support Military readiness. The RFI will
include a draft statement of objectives (Soo) and questions for vendors
response regarding this program. Potential offerors will be afforded
the opportunity to perform site visits. Details to conduct these visits
will be available in the RFI. DLA anticipates that the RFI will be
issued within the next 30 days. Consideration will be Given to
utilizing a fixed price, performance based contract(S) that allows gain
sharing with incentives to ensure an acceptable level ofperformance.
Contract(S) will be awarded utilizing best value evaluation techniques.
The objectives of this program include but may not be limited to the
followingareas: Receipt, storage and issue; inventory accuracy and
accountability; accuracy in reporting; satisfaction of unique customer
requirements; COST controls; surgecapability; shipment
tracking/transportation; quality control processes; ability to
communicate with dodorganizations/systems; enhanced material readiness;
organization and management structure; Commercial business
opportunities in the geographical regions. Aconference with industry
will be Held at McClellan AFB, and we anticipate It will be scheduled
late July to Early August, to familiarize industry with the operation
of the general Distribution Depot and to discuss outstanding issues.
Site visits will be scheduled at both sites approximately two weeks
after the RFI isreleased. Request copies of RFI in writing only to the
