The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement to procure training services in shiphandling principles and techniques of safely conning U.S. Navy surface vessels. The requiring activity is The Naval Surface Warfare Officers School Command located in Newport, Rhode Island (SWOSCOLCOM). The training is to be provided in a contractor owned, operated and maintained shiphandling trainer/training complex (STTC) to be located within fifteen (15) minutes commuting distance from SWOSCOLCOM. The STTC shall provide a total training capability consisting of classroom and laboratory (hands-on) training and training materials. Shiphandling training shall be provided to personnel with a range of experience from moderate to master. Shiphandling training hours will be scheduled for the Government during regular business hours, five days a week, 50 weeks per year. The contract will include one base year plus four (4) one year options. The contract will be an Indefinite Delivery/Indefinite Quantity type contract with fixed price utilization hours. Award will be made based upon a Best Value basis. Services shall commence 01 February 1997. This requirement is unrestricted. The SIC is 8744. (0187)
