labor, material, equipment, transportation and supervision required to
remove and replace shingle roof system on Station Building, garage and
storage buildings, remove and replace 30 exterior windows on the
Station Building, remove existing water softener and drinking source
plumbing and install new water softener and lead free solder plumbing
to source. Associated gutters and downspouts to be installed with roof
system. Location, USCG Station Wrightsville Beach, NC. The estimated
range is between $25,000.00 and $100,000.00. The SIC Code assigned is
1542. Due Date for Bids will be APPROXIMATELY 15 Aug 1996. This
acquisition will have a 90 day bid acceptance period due to
unavailability of funds at the present time. There is a high
probability that award will be made in the first quarter of Fiscal Year
1997 (After 09/30/1996). NOTE: THERE IS A NON-REFUNDABLE CHARGE OF
$15.00 FOR THIS SOLICITATION PACKAGE. Payment must be in the form of a
check or money order which is payable to the ``U.S. Coast Guard.''

Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, woman-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contract.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $5000,000. For further
