Work will require the use of a floating plant. Work will be performed concurrently at both sites. Work at Little Goose Dam will require inwater drilling through overburden and into bedrock to install 20 piles consisting of a wide flange section placed in a casing with tremie concrete. There will also be structural steel welded between the piles for supporting piping. At Lower Monumental, a barge moorage facility will be constructed with an option of constructing a sheet pile cell approximately 33 feet in diameter, or a structural steel structure anchored into bedrock on the river bottom. There will be approximately 600,000 lbs of structural steel used at both sites. There will be miscellaneous mechanical, electrical work, and some underwater work. The facilities will be built using the Metric system of measurement. Estimated cost is between $1,000,000 and $5,000,000. Payment of $45.00 (forty five) for plans and specifications to accompany request for solicitation. The Standard Industrial Classification (SIC) code for this acquisition is 1629. The small business size standard is average annual receipts for it's preceding 3 fiscal years must not exceed $17.0 million. If a large business is selected for this contract, it must comply with FAR 219-9 regarding the requirement for a subcontracting plan on that part it intends to subcontract. The intended subcontracting goals are that a minimum of 52.5% of the contractor's intended subcontract amount be placed with small businesses (SB), including 8.8% with small disadvantaged businesses (SDB), and 3.0% with women-owned small businesses (WOB).
