for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is 52SBNB6C9218 and the solicitation is issued as
a request for proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-33. This acquisition is 100 percent set aside
for small businesses. The standard industrial classification (SIC) code
is 3826 and the small business size standard is 500 employees. The
contract line item numbers (CLIN), items, quantities and units of
measure are: CLIN 0001 A Fourier Transform Raman Module, 1 each; CLIN
0002 A Ge Detector, 1 each; CLIN 0003 A Photoelastic Modulator, 1 each;
CLIN 0004 Installation, 1 lot; CLIN 0005 Warranty, 1 lot; and CLIN 0006
User Manuals, 1 each. Please submit your pricing in accordance with the
CLIN structure identified in the sentence above. The National Institute
of Standards and Technology (NIST) is interested in acquiring a Fourier
Transform Raman module and accessories for a Bruker Equinox 55 FTIR
spectrometer which is currently being purchased by NIST. The FT-Raman
module shall be compatible with the Equinox 55 FTIR. Compatibility
includes integration of the Raman component parts with the FTIR bench,
optimized optical through put, and transparent use of Equinox 55
software to control FT-Raman operation and data handling. The Raman
system shall contain a class I laser device. The Raman system shall
allow switching between 90 degrees and 180 degrees scattering
geometries without moving the sample. The Raman system shall allow
defocusing of the laser beam to accommodate thermally sensitive
samples. The sample stage for Raman measurements shall have a motorized
z adjustment to bring the sample into the beam focus. The Raman system
shall have a liquid nitrogen cooled germanium detector with enhanced
signal to noise and a filter to remove the unshifted Raleigh scattering
to provide a spectral range of 3500cm-1 to 70cm-1 Stokes and 100cm-1 to
2000cm-1 anti-Stokes or better. With the Raman accessory attached, the
spectrometer shall have at least three external beam ports available
for other experiments. The Raman detector and sample compartment shall
be within the Raman module. The system shall include both the
step-scan and Raman options. The spectrometer shall perform both phase
modulation and step-scan time resolved Raman measurements at the same
time. Switching between Fourier transform infrared and Raman
experiments should be facile. In step-scan mode,the spectrometer shall
allow phase modulation at a frequency of 1000Hz or higher, with a
modulation amplitude of 21 HeNe or greater. In step-scan mode, the
spectrometer shall allow simultaneous four channel acquisition, with
DSP demodulation. In step-scan mode, the spectrometer shall perform
time resolved experiments with a time resolution of 5ms or better with
the internal ADC. The Contractor shall provide one set of the most
current version of user manuals and publications for all items provided
under this contract. In addition, the Contractor shall provide
installation and set-up of the items. The Contractor shall include the
same warranty terms offered to the general public in customary
commercial practices. Offerors shall provide information which
demonstrates the successful addition of their FT-Raman unit to a Bruker
Equinox 55 FTIR which resulted in achieving all of our specifications
and experience which demonstrates long term technical support for the
combined system. NIST requires delivery of the system within 45
calendar days after receipt of the contract. FOB Destination. The place
of delivery, acceptance, and FOB is: NIST, Bldg 222, Gaithersburg,
Maryland. The provision at FAR 52.212-1, Instructions to Offerors -
Commercial, applies to this acquisition. The provision at FAR 52.212-2,
Evaluation - Commercial Items applies to this acquisition with the
following specific evaluation criteria to be included in paragraph (a):
(i) price, (ii) technical capability of the item offered to meet the
Government requirement; and, (iii) past performance/experience.
Technical and past performance, when combined, are significantly more
important than cost or price. Evaluation of the specific evaluation
criteria will be based on information submitted in response to this
RFP. It is recommended that information be included which demonstrates
that the items offered meet all the requirements identified in this
combined synopsis/solicitation. In addition, past
performance/experience will be evaluated on information which
demonstrates five years experience with this type of requirement and
demonstrates the successful addition of the Offeror's FT-Raman unit to
a Bruker Equinox 55 FTIR which resulted in achieving all of our
specifications and experience which demonstrates long term technical
support for the combined system. (include contact points, telephone
numbers, and a description of the items). Information which merely
offers to furnish an item in accordance with the requirements of the
Government or does not address a requirement contained herein will be
evaluated based on this information or lack of information. Offerors
are cautioned to submit proposals on the most favorable basis, since
the Government may elect to make an award without further discussions
or negotiations. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions - Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders -
Commercial Items, applies to this acquisition and includes the
