-- (i) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Any amendments to this
solicitation will be placed only in the CBD. (ii) Solicitation
1434-HQ-96-SS-00012 is being issued as a Request for Proposal. (iii)
The solicitation document applies and incorporates provisions and
clauses in effect through Federal Acquisition Circular 90-38. (iv) This
procurement is open to all responsible sources. The SIC Code is 3826
and the Size Standard is 500 employees. (v) The following is a list of
contract line item numbers (CLIN), quantities and units: CLIN 01 -
Mass Spectrometer, Finnigan Delta Plus, or equal - Quantity - 1 each;
CLIN 02 - Introduction System for Compound Specific Isotopic Analysis,
Finnigan GC/C II Combustion Interface with Optional Cool on Column
Injector, or equal - Quantity - 1 each; CLIN 03 - Elemental
Analyzer/Reference Gas Introduction System, Carlo Erba Elemental
Analyzer (including Autosampler) with Finnigan ConFlo II Interface, or
equal - Quantity - 1 each; CLIN 04 - Introduction System for Mixed
Gases, Finnigan GP General Purpose Interface, or equal - Quantity - 1
each. (vi) Salient characteristics are as follows: CLIN 01 - Mass
Spectrometer with electromagnet and 6 collectors for the sequential
isotopic analysis of carbon dioxide, sulfur dioxide, dinitrogen oxide,
nitrogen gas (m/e=28,29,&30), oxygen gas (m/e=32,33,&34), gas with
m/e=50&52, and air (m/e=28,32,&40). Source should be fabricated from
one piece of stainless steel with no welds so that small samples can be
analyzed with minimal memory. The external precision using the
introduction devices should be 0.22 per mill or better for 40 microgram
samples for carbon, nitrogen, and sulfur isotopic determination. For 5
microgram samples, the external precision of carbon using the
introduction systems below should be 0.2 per mill or better; for
nitrogen it should be 0.4 per mill or better. Differential pumping
should be provided with a minimum of 220 liters/sec on source and 60
litres/sec on analyzer. Instrumentation control system to employ
IEEE-488 bus. CLIN 02 - Introduction system for compound specific
isotopic analysis with capillary GC and appropriate interface for
converting sample quantitatively to gaseous nitrogen and/or carbon
dioxide and/or water, and then removing water. CLIN 03 - Elemental
analyzer/reference gas introduction system for conversion of S-, O-,
C-, and/or N-bearing samples quantitatively to carbon dioxide,
nitrogen, sulfur dioxide, and water, and separating gases prior to
introducing them into mass spectrometer. CLIN 04 - Introduction system
for mixed gases with the ability to remove water and inject reference
gases into the helium carrier gas. (vii) Source code requirements are
applicable to all CLINs as follows: The Contractor shall provide code,
examples, and instructions for operation of all relays, switches,
valves, digital voltmeters and sensors so that the U.S. Geological
Survey (USGS) can design its own software to meet program needs. Code,
examples, and instructions will be treated by the USGS as confidential
if requested by the offeror. (viii) All items shall be delivered FOB
destination, to the U.S. Geological Survey, 12201 Sunrise Valley Drive,
Reston, VA 22092, on or before 120 days from the date of contract
award, Mon-Fri, 7:30 am to 3:30 pm. Inspection and acceptance shall be
performed at the USGS in Reston, VA. (ix) The following FAR provisions
apply to this solicitation; 52.212-1, Evaluation-Instructions to
Offerors-Commercial and 52.212-2, Evaluation-Commercial Items.
Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (A) technical capability of the item offered
to meet the Government's requirements; (B) past performance of the
offeror; and (C) price; in descending order of importance. Technical
and past performance, when combined, are significantly more important
than price. All offerors are to include with their offer a completed
copy of provision 52.212-3, Offeror Representations and Certifications.
(Copies of FAR 52.212-2 and 52.212-3 are available upon request from
the Contracting Officer. (x) The following FAR clause applies to this
acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
(xi) The following additional FAR clauses, which are cited in clause

Funds are not presently available for this procurement; therefore, FAR
clause 52.232-18, Availability of Funds Clause is applicable to all
CLINs, individually and in total. (xiii) Offerors shall agree to hold
prices firm for 90 calendar days from the date specified for receipt of
offers. All offers shall be sent to the U.S. Geological Survey, Office

Faxed offers will not be accepted. All offers are due by 2:00 pm,
