66 -- MECHANICAL CREEP TESTING MACHINE SOL RFO3-055179 POC Jon C. Requirement is for three (3) each mechanical creep testing machines to perform constant load creep testing at temperatures of at least 2000 degrees Fahrenheit in air. Systems shall fulfill all creep and stress rupture testing requirements according to latest ASTM standards. Machine shall have a right-hand assembly. Each machine shall include a testing frame, a furnace, and a temperature controller. The testing frame shall have a maximum load capacity of 20,000 lbs. and be usable with 120 VAC, 1 phase, 60 Hz electrical power. Packaging and crating for long-term storage of all equipment required. To include documentation and two (2) year warranty on all equipment, material and workmanship. Options to procure two (2) additional left-handed mechines within (1) year are included. Delivery to Cleveland, Ohio 44135. Delivery schedule is 70 calendar days after contract award. The date set for receipt of offers is approximate. This procurement is a 100 percent small business set-aside. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. An ombudsman has been appointed to hear concerns from offerors, potential offerors and contractors during the preaward and postaward phases of this acquisition. HOWEVER, BEFORE CONSULTING WITH ANY OMBUDSMAN, parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer specified above for resolution. If resolution cannot be made by the contracting officer, concerned parties may call the installation ombusdman, Dr. Julian Earls, at (216) 433-3014. Concerns and issues which cannot be resolved at the installation may be referred to the NASA ombudsman, Tom Luedtke, at (202) 358-2090. PLEASE DO NOT CONTACT THE OMBUDSMAN TO REQUEST COPIES OF THE SOLICITATION, VERIFY OFFER DUE DATE, CLARIFY TECHNICAL REQUIREMENTS, ETC. Requests of this nature should be made either to the contracting officer or as specified elsewhere in this document. The solicitation will be released via the NASA Acquisition Internet Service (NAIS). The Solicitation will reside on a World Wide Web (WWW) server, which may be accessed using client browsers, such as MOSAIC or Netscape. The solicitation will be released on or about 07/10/96. Potential offerors are responsible for monitoring the NAIS for solicitation release, since it will be issued as soon as practicable, whether prior or subsequent to the above date. A firm closing date for receipt of offers will be stated in the solicitation. Offerors are responsible for downloading their own copy of the solicitation. Paper copies will be provided on request, but the closing date will remain the same as that specified in the NAIS-released solicitation.
