66 -- SHOCK MONITORING AND ANALYSIS SYSTEMS SOL N00253-96-Q-0500 POC Contact Point: Victor Angkico 360-396-5671 The Naval Undersea Warfare Center (NUWC), Division Keyport intends to solicite utilizing Simplified Acquisition Procedures, two shock monitoring and analysis systems. The systems are required for capturing of shock pulses on test items subjected to drop shock testing (MIL-STD-202F Notice 8, MIL-STD-810C, and MIL-STD-810D) during qualification, lot acceptance, trend analysis, and engineering evaluation. The system will be used to capture and analyze shock and vibration signals in the environmental testing laboratory. The system shall be a complete system including, but not limited to, the following: two personal computer based signal analyzers that shall be operated independently of each other and linked to a master file server. The intent is to procure personal computer based systems that are flexible, accurate, and reliable (i.e., shall be modular to allow hardware and software upgrades to accomplish testing defined in the specification and those that will be defined in the future, and that will capture and analyze data directly to or from tape recorded events and drop shock tests). A major portion of the work to be performed with the two shock monitoring and analysis systems will be to conduct data collection during shock testing of test items on drop shock machines. Along with the basic shock data capture system there are some specific automated test process requirements that must be incorporated into the shock pulse capture, storage, and printing process. Meeting these specific automated test process requirements will likely require extensive custom software development. A master data base must be developed to store all shock data on a file server networked to the two shock monitoring and analysis systems. The contractor shall be responsible for installing and testing the systems at NUWC Division Keyport, WA. Approximately two days of on-site training on the system's operation and maintenance shall be provided. Delivery will be required approximately 120 days after award. This acquisition will be solicited as a 100 percent small business set-aside. The quotation will be issued on or about 26 July 1996 with a 3 week closing. No telephone requests for the quotation package will be accepted. Fax requests can be sent to (360) 396-2333. Numbered Note 1 applies. (0190)
