commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Request for Proposals (RFP)
under RFP number DE-RP06-96RL13532, is hereby issued with incorporated
provisions and clauses in effect through Federal Acquisition Circular
(FAC) 90-38. This procurement is not set aside, applicable Standard
Industrial Code is 3571, Size Standard is 1,000 employees. The
following items are required, pricing proposals shall be provided for
line items 1, 3 and 4 as Option 1 Pricing Proposal, and line items 2,
3, and 4 as Line Item 1: Notebook computers to meet the following
minimum requirements: 133MHz Intel Pentium processor 256KB pipeline
burst cache 16MB on board EDO-RAM, with upgradability to 48MB PCI BUS
11.3'' dual-scan or active matrix color 800 X 600, 64 thousand colors
(Active Matrix) PCI BUS accelerator, 1MB pCMCIA 28.8 Modem 75Hz
external monitor refresh NTSC television output (30 fps) S-Video high
resolution television output Built-in stereo speakers/microphone Sound
Blaster, stereo audio processor 1.2GB removable EIDE hard drive, with
the ability to accommodate two Removable 4X CD-ROM 3.5 in removable
1.44MB floppy drive Front and rear infrared I/O ports EPP/ECP parallel
port RS-232C serial System expansion connector PS/2 style mouse
connector PS/2 style keyboard connector 84 key keyboard with cursor
control keys, embedded numeric key pad, 12 function keys Pick-a-Point

of Item 1: 75 Line Item 2: Notebook computer with the specifications
of Line item 1, including an upgrade to 32MB total on board EDO-RAM
Quantity of Item 2: 75 Line Item 3: Port Replicator/Docking station for
line item 1 or 2 Quantity of Item 3: 75 Line Item 4: Additional Battery
for Line item 1 or 2 Quantity of Item 4: 75 Additional system
requirements: All new components must be used, no reconditioned parts;
5 year limited warranty on microprocessor and main memory; 3 year
limited parts-only system warranty; 24 hours technical support; 30 day
money back policy. Demonstration unit must be provided to verify
required features prior to proposal closing date. All items must be
deliverable, FOB destination, to U.S. Department of Energy, Central
Stores Warehouse, 2355 Stevens Drive, Building 167, Richland,
Washington 99352 by September 6, 1996. The following provisions apply
to this solicitation: fAR 52.212-1, Instructions to Offerors-Commercial
FAR 52.212.4, Contract Terms and Conditions-Commercial Items FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items Per the provision at FAR
52.212-2, Evaluation-Commercial Items, the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer confirming to the solicitation will be most advantageous to
the government, price and other factors considered. The following
factors shall be used to evaluate offers; technical capability, price,
and past performance. Technical and past performance will determine
offer responsiveness, then award will be based on price. A written
notice of award or acceptance of offer, mailed or otherwise furnished
to the successful offeror within the time for acceptance specified in
the offer, shall result in a binding contract without further action by
either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipts, unless a written notice of
withdrawal is received before award. Offerors must include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. Full text of all
