619/725-2147. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and a
written solicitation will not be issued. Solicitation number
M67854-96-B-5155 is issued as a Invitation for Bids (IFB). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-37. This is a total
small business set-aside. SIC 3089. CLIN 0001 - twelve (12) each -
Ruggedized 54'' to 60'' diagonal (viewable) screen enclosure with a
minimum of 200 ANSI lumens measurable on viewing surface of screen.
Screen shall have a write-on/erasable surface and be scratch/breakage
resistant. Screen shall be high contrast, diffusion coated and must be
single layer to prevent separation and image distortion. Screen shall
be mounted in a ruggedized pop-up enclosure with locking, double ball
race castors capable of rolling enclosure over uneven surfaces ranging
from 1'' to 2'' of immediate rise, falls and gaps. Enclosure shall use
a rugged polypropylene or like outer fabric covering that has acoustic
dampening properties. Enclosure shall have a 3-plane/all axis isolated
shock mount for mounting a government owned Electrohome ECP 4501 RGB
projector (part no. 38-B09991-AC). The projector shock mount shall have
a pivot mechanism to allow for adjustment/auto- convergence of the
image. Enclosure shall provide for sufficient heat dissipation to allow
for a normal range of operating temperature of the enclosed projector
and 40 watt audio amplifier. Enclosure shall contain built-in,
electronically variable, amplified (40W/Channel) stereo speakers (4''
- 6'' across). Audio amplifier shall have a serial interface that will
allow for computer control of volume. Audio amplifier shall have a
control/input panel mounted flush in the enclosure that allows for
manual adjustment of volume and provides stereo (L-R) input RCA style
jacks. The enclosures pop-up device shall use a mechanical lift to
easily assist in elevating and holding the unit at an operational
(raised) height of 80'' to 85''. The lowered size of the enclosure
shall not exceed 48'' wide x 30'' deep x 45'' high. Enclosure shall,
while in the lowered position, be capable of passing through a standard
30'' wide door/passage way. Enclosure shall use a single fold light
path onto the screen. The reflector mirror shall be a rugged, first
surface optical quality glass, providing a minimum of 94% reflectivity.
The mirror shall open and lock into place during normal operation to
maintain a projector throw distance that allows clear viewing of the
image on the screen. The mirror shall collapse to be flush with the
container while in the lowered position. Enclosure shall have front and
rear removable access panels to ensure access for insertion, removal,
auto-convergence and adjustment of the Electrohome ECP 4501 RGB
projector. Container shall have a rear access port used for the routing
of all cables used during operation. Container shall be capable of
securely storing the government owned auto-convergence camera, the
auto-convergence 25 foot extension cable and the auto-convergence
tripod (Electrohome Part no. 38-800803-25) when the container is in
either its raised or lowered position. CLIN 0002 - twelve (12) each -
RUGGEDIZED REUSABLE SHIPPING CASE. Case shall transport CLIN 0001 when
CLIN 0001 is in the lowered position. Case shall be American Travel
Association rated. Case shall be injection molded polyethylene or a
material with similar durability and strength. Fiberglass does not meet
the government's minimum requirements for case material. Case shall
include recessed, wing turn, spring loaded latches, recessed, spring
loaded handles, molded tongue-in-groove and water/dust resistant seals.
Case shall have locking, double ball race castors capable of rolling
case over uneven surfaces ranging from 1'' to 2'' of immediate rise,
fall and gaps. Case shall use sufficient foam inserts to prevent CLIN
0001 from being damaged under normal shipping conditions. Case external
dimensions shall not exceed those of CLIN 0001 in the lowered position
by more than 6 inches in any direction. Case shall be designed such
that CLIN 0001 will not need to be manually lifted more than 8 vertical
inches higher than its' current floor surface to load or unload in the
shipping case. CLIN 0003 - six (6) each - INTEGRATED, RUGGEDIZED,
SHOCK ISOLATED 19'' RACK MOUNT, INJECTION MOLDED CONTAINER. Container
shall provide secured, in-rack operation and shipping of the
Government-owned, Panasonic S-VHS Video Recorder, (Panasonic part no.
AG-1980), EchoStar DSS receiver, and Extron Matrix Switcher 100,
(Extron part no. 60-182-BNAZH). Container shall include two (2) 19''
rack-mount trays/shelves used to secure, operate and ship VCR and DSS
receiver (one item per tray/shelf) using side-to-side strap downs and
front and rear foot stops. Container shall have removable front and
rear panels that allow for in-container operation of all enclosed
items. Container shall ensure proper air flow and heat dissipation to
provide in-rack, normal heat range, operations of listed items when
front and back panels are removed. Container shall include securable
storage space for the camcorder, (Panasonic part no. AG188U), camcorder
tripod, and all cables, documents and remote controls that are part of
all devices that are contained in this container. Container shall
include recessed, wing-turn, spring loaded latches, recessed, spring
loaded handles, molded tongue-in-groove, water/dust tight seals on the
front and back removable panels, and recessed lid hangers. Container
shall be rotationally molded and shall have molded-in anti-shear
features at every latch, hinge and handle location. The container shall
have industry standard shock isolation on the 19'' rack. The container
shall include eight (8) inches of unused rack spaces for future
upgrades. CLIN 0004 - one (1) LO. CABLES. Supply twelve (12) 50 foot
S-VHS cables. Supply twelve (12) 50 foot stereo (L-R) audio cables with
low emission RCA type connectors at each end. Supply twelve (12) 50
foot RGB/Sync cables flexibly sheathed for protection with low emission
Canare style connectors at each end. Supply thirty six (36) 100 foot
RGB/Sync source cables flexibly sheathed for protection with low
emission Canare style connectors at each end. All RGB/Sync cables shall
be clearly labeled or color coded to indicate which connectors
correspond to red, green, blue or sync. All items shall be FOB
Destination and shall be received and accepted at MCTSSA, Supply
Officer, Bldg 31345, Camp Pendleton, CA 92055-5171 no later than 30
August 1996, or no later than sixty (60) calendar days after
contractors receipt of GFE - Government Furnished Equipment. The
provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies
to this acquisition . For evaluation purposes, the provision at FAR
52.212-2, Evaluation-Commercial Items, shall apply. The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate offers: Price, technical
capability and past performances. The offerors shall identify where the
offered items meet or does not meet each of the Governments functional
and performance minimum specifications listed herein. The offerors
shall provide the names, contact points, and telephone numbers of three
(3) commercial or government customers that are currently using the
items being offered for purposes of past performance evaluation. The
offeror must be able to respond to service request on-site (MCTSSA)
within two (2) hours to facilitate speedy service and repair. Offerors
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. The provision at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, apply to this acquisition. The provision
at FAR 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders-Commercial Items, Subparagraphs (a),
(b)(1), (2), (3), (5), (6), (7), (8), (9) (10), (13), (15) (d) and (e),
apply to this acquisition and are hereby incorporated by reference.
