(JE) is a prime contractor (NAS 9-18800) to the National Aeronautics
and Space Administration (NASA) at Johnson Space Center (JSC), Houston,
Texas. JE supports the Flight Crew Support Division (FCSD), which
includes the Mockup and Integration Laboratory. JE is seeking
prospective subcontractors to design and manufacture a PRIS system with
real-time active control. The PRIS will be used to replicate flight
systems dynamics via feedback control. This training device will
translate on two orthogonal axes (x,y), use air bearings (or similar
limited - friction system), travel +/-8 inches along both the x and y
axes, use linear motors, contain integral electronic linear measurement
devices, be capable of a velocity from 0 through 8 inches per second,
and a maximum acceleration of 16 inches per second squared. This
training device will be capable of manipulating a dynamic,
externally-applied load of 100 pound-force and/or a constant 350
pound-force translation load, applied approximately 4 feet above the
device interface surface. The control system will drive the axes to the
nominal position (origin 0,0) after an imposed load displaces the
system. This device will simulate the motion of a spring-mass-damper in
two dimensions. A natural frequency and damping ratio will be input by
an operator to simulate various conditions. (As a note, this type of
device would be similar in function to an X-Y positioning system with
the addition of oscillatory motion response). Interested sources are
requested to submit a Statement of Capabilities (SOC) within 21
calendar days of the publication date of this notice. Include the
following information with the SOC: (1) Design and development
experience of dynamic positioning systems with controls
applicable/similar to JE's requirement described above, (2) Examples of
similar work, and (3) Business status (e.g. small disadvantaged or
woman-owned, and small or large). All firms submitting a SOC will be
considered, and any subsequent solicitation will be issued to the
sources that JE has determined to have the best potential to
successfully perform the specified work. Socioeconomic/Business status
will be given the highest consideration. JE does not intend to pay for
