A -- REVISION OF EM-1, CHAPTER 4 POC Michael Richman, Negotiator, (703) 325-6671, Scott G. Morton, Contracting Officer, (703) 325-1200. This contract effort is for the review and rewrite of Chapter 4 of the EM-1. The contractor will eliminate errors and outdated material, and incorporate the results of recent work in the area of particulate cloud phenomenology. SAIC is considered to be the only responsible source capable of conducting this work for the following reasons: 1) SAIC is the primary author of Chapter 4, EM-1; 2) SAIC is the primary contractor for the STRATCOM Nuclear Cloud Modeling Study, Nuclear Cloud Code Integration (NCCI) project, and the Dial-A-Cloud contract, extensive knowledge of which is considered vital to this effort; and 3) the majority of experts in the area of particulate cloud phenomenology are employees of SAIC. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22. A solicitation will be issued to SAIC on or about 24 July 1996.
