The Naval Research Laboratory intends to negotiate with W.J. Schafer Associates, Inc. on an other than full and open competitive basis to conduct research on improving the performance of high energy lasers using Stimulated Brillouin Scattering as a phase conjugate technique under the APEX (Advanced Phase Conjugation Experiment) Program. The contractor shall assess the status of the SBS cell, the NACL(NAVY/ARPA Chemical Laser) laser, and the connecting optical train to perform a meaningful demonstration and to assess its impact on system performance. W.J. Schafer Associates, Inc. is the only known company that has the required experience and familiarity with the APEX program to perform the research specified herein. The Period of Performance shall be 6 months from date of award. Responses to this notice of intent to negotiate with W.J.
