FOR PROJECTS PRIMARILY IN ITALY AND OTHER VARIOUS LOCATIONS IN THE
EUROPEAN/MEDITERRANEAN AREA Sol N33191-96-R-0026 due 081996. POC Mr.

Contracting Officer, 3981509-7550. Comprehensive construction
management services are required for schedule forecasting/analysis, and
quality assurance and inspection in connection with projects currently
under construction or to be awarded in the near future. The services
include (but are not limited to) forecasting and analysis / monitoring
of construction progress, performing quality assurance and inspection
of the contractor's compliance with the construction contract drawings
and specifications, preparing cost estimates for field generated change
orders, providing sound professional advice to the field Administrative
Contracting Officer, providing/maintaining an automated computer
management information system to support tracking of: submittals,
requests for information, no cost field changes, change orders,
drawings revision updates, construction contractor manpower/equipment
and punch list items. In addition, these services will require review
and recommend for approval progress payments and/or identify percentage
of work in place for lease construct type contracts. Written and verbal
communication skills in the English language are mandatory; ability to
communicate in the host language is desirable. There is likely to be
a wide variation in the complexity and size of the projects issued
under this contract as delivery orders. Services may be for
construction contracts, lease construct contracts, or for Naval
Construction Forces (SEABEE) accomplishment and may include new
structures of buildings, pavements, modifications to utility systems
(water, sewer, steam, electricity, communication etc.); and
alterations/renovations of existing facilities. QA / inspection shall
not be construed as unconditional approval of the constructor's methods
of work and shall not require rigorous testing of measurements. The
duration of the basic contract will be for one year with four one year
options to extend the term (ordering period) of the contract. The
total amount of the contract (including all options) will not exceed
$10 million over the life of the contract. The construction management
shall provide technical expertise in the following areas: Management
Information System for Construction Management, Architectural Quality
Assurance (QA)/Inspection, Civil Engineering QA/Inspection, Mechanical
Engineering QA/inspection, including evaluation of the Contractor's
HVAC testing and balancing report, Structural Engineering
QA/Inspection, Electrical Engineering QA/Inspection, Fire Protection
Engineering QA/Inspection. The focus of the construction management
services will be the proactive uses of network analysis system (NAS).
Construction Management firms responding to this announcement will be
evaluated on the above requirements based on the following criteria
listed in relative order of importance: (a) Recent experience of the
firm to perform construction management and inspection services in an
international setting. (b) Key personnel assignment for project
management. (c) Management Information System for Construction
Management to include tracking of the construction projects and
intended software usage (Scheduling, RFIs, Field changes, change
orders, punchlist, etc). (d) Knowledge of the locality and regional
construction materials and practices utilized by constructors in Europe
and the Mediterranean area, including local codes, laws and
regulations. (e) Past performance, including contracts with the U.S.
Department of Defense, U.S. Government, and private clients, in terms
of quality of work, and compliance with schedules. Note: All above
factors being equal, the Government may consider, the location of the
firm and volume of work awarded to the firm by DOD in the past year. No
other general notification to firms for other similar projects
performed under this contract will be made. The Government contemplates
award of a firm fixed price indefinite quantity type contract.
Construction management firms which meet the requirements described in
this announcement and wish to be considered must submit a completed
Standard Form 255 ``U.S. Government Architect-Engineer related Services
for Specific Project,'' to EFA MED, ATTN: CODE 21, Palazzo Cristallo
Mirabella, Viale Delle Acacie, SS Domitiana, Pinetamare, 81030
Castelvolturno (CE) Italia. (EFA MED, PSC 810 BOX 51, FPO AE
09619-0051). You may fax this submittal to EFA MED (FAX
39-81-509-4232), but the U.S. Government does not guarantee receipt
even though the sender's fax machine indicates that the fax was
transmitted. Likewise, faxing the submittal cannot guarantee the
quality of the document and the Government's ability to read the faxed
copy. One copy of the SF 255 is to be received in this office by 19
August 1996. If a current SF 254 is not already on file with this
office, it must be submitted with the SF 255. The SF 255 must clearly
indicate the office location where the work on the contract will be
performed and their geographical location. This is not a request for
