The U.S. Agency for International Development (USAID), acting through the USAID Mission to Egypt (USAID/Egypt), intends to do a noncompetitive extension of Contract No. 263-0238-C-00-5016-00 with International Business and Technical Consultants, Inc. (IBTCI), for Technical Assistance, Privatization Project, Evaluation Services in Egypt. The modification will add additional level of effort of 436 person months over approximately a 30 month period at an estimated additional cost of $3,022,000 from November 1, 1996 to December 31, 1998 to continue support and evaluation by USAID to the privitization project. Because of the need for a continuing relationship between the contractor and the Government of Egypt, substantial duplication of costs and the possibility of unacceptable project delays, USAID/Egypt intends to negotiate on a sole source basis pursuant to the authority of AIDAR 706.302-70 and CIB 96-13, Class Justification for Other than Full and Open Competition for Follow-on Amendments.
