(PCB) 0292-96. Improved Bradley Acquisition Subsystem (IBAS) Integrated
Logistics Support Services (ILSS). The U.S. Army is contemplating a
sole source procurement of the IBAS ILSS. The IBAS ILSS requirement
procurement is in support of the IBAS Post Engineering and
Manufacturing Development (Post-EMD) Program which includes Low-Rate
Initial Production (LRIP) of hardware, tooling for the Missile Control
Subsystem (MCS) and Target Acquisition Subsystem (TAS), TOW Missile
Launcher (TML) modifications, test equipment, initial spares, and
refurbishment of 4 LRIP Production Qualification Test (PQT) units. The
IBAS ILSS will include program management, logistics support, special
technical and engineering support, special test and evaluations
related to production, implementation of Government approved and
directed changes for software block upgrades, development, and
maintenance of product assurance and test engineering capability. The
IBAS ILSS acquisition will also provide for interim contractor support
for the TAS at a direct support level of maintenance. The IBAS ILSS
basic requirement is for 12 months of effort with an additive option
within that 12 month period and annual options for two more years
inclusive of additive options within each of those annual options. The
IBAS ILSS prime procurement is restricted to Texas Instruments
Incorporated. The IBAS ILSS will contain both classified and
unclassified data and data whose export is restricted by the Arms
Export Control Act (Title 22, U.S.C. Sec 2751 et seq) or the Export
Administration Act (Title 50, U.S.C. App 2401-2402). Foreign industry
may participate at the subcontractor level in relation to the IBAS ILSS
prime contractor. Subcontracting opportunities must be arranged between
the prime and any potential subcontractors. Foreign industry and/or
non-U.S. citizens desiring a copy of the releasable portion of the RFP
MUST submit an official request through their respective embassy,
Washington, D.C. to HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or
influenced (FOCI) entities desiring a copy of the releasable portions
of the IBAS ILSS RFP MUST submit an official request to U.S. Army
Missile Command, ATTN: AMSMI-SI-CI-A, Redstone Arsenal, AL 35898;
however, release is not guaranteed. Request from foreign industry
and/or FOCI entities received by any other means will not be honored.
Because this RFP contains SECRET data, it will not be issued to anyone
not holding a SECRET Facility Clearance and therefore you are
requested to provide a CAGE Code with your request for the RFP. Release
date for the IBAS ILSS RFP is planned for 25 February 1997. THIS
