Systems Center, Weapons, Air Base and Range (WAR) Product Support
Office, anticipates award of a firm fixed sole source contract
modification to Rockwell International Corporation (RIC), Autonetics
and Missile Systems Division, Duluth, Georgia. The award, subject to
receipt of funds, will be for follow-on production of the AGM-130
weapon system with an annual buy of up to 200 missiles in fiscal years
1997 and 1998 (inclusive of up to 100 missiles in fiscal years 1997
and 1998 for potential Foreign Military Sales (FMS)), and 100 missiles
in fiscal years 1999, 2000 and 2001 until the Air Force inventory is
increased by 500 missiles. The first procurement increment will be the
eighth production lot of AGM-130 missiles. Procurement of an
additional 400 missiles beyond Lot 8 will be required to increase the
inventory to 500 missiles. The Lot 8 award will also include an option
to RIC to purchase a matching quantity of weapon data links in each
fiscal year such that an all-up-round AGM-130 missile can be delivered
to the Air Force. It is expected that this procurement will be
completed by close of FY01. Interim contractor support, spares and
establishing depot support will be part of this procurement. A complete
reprocurement data package is not available. This action is
contemplated in accordance with 10 U.S.C. 2304 (c) (1) since RIC is the
only known responsible source that can satisfy the government's
requirements. All responsible sources may submit a statement of
capability in accordance with Notes 13 and 22, which will be
considered. Synopsis responses will be screened in the following areas:
a. Technical knowledge of the AGM-130 weapon system sufficient to
reliably produce weapon components that meet specification
requirements: b. Ability to assume design responsibility, produce,
modify and build up AGM-130 hardware in the absence of a technical data
package and deliver in accordance with the required schedule, and c.
Ability to perform acceptance tests of the AGM-130 weapon system
hardware in accordance with approved procedures. Firms responding to
this notice should indicate whether they are small or small
disadvantaged business IAW DOD FAR 52.219-7000. This is not a request
for proposal and is not to be construed to be a commitment by the
government. No funds are available at this time. Procurement is
contingent upon receipt of funds. Closing date for submission of
qualifications is 15 days after the date of publication of this notice.
