205-876-4201. (PCB) 0291-96. Improved Bradley Acquisition Subsystem
(IBAS) Post-Engineering and Manufacturing Development (Post-EMD). The
U.S. Army is contemplating a limited competition procurement of the
IBAS Post-EMD Program. The IBAS Post-EMD program will include Low-Rate
Initial Production (LRIP) of 28 IBAS units for fiscal year (FY) 1997,
tooling for the Missile Control Subsystem (MCS) and Target Acquisition
Subsystem (TAS), TOW Missile Launcher (TML) modifications, test
equipment, initial spares, refurbishment of 4 LRIP Production
Qualification Test (PQT) units, and options for 38 IBAS units in LRIP
II (FY 98) and 125 IBAS units in LRIP III (FY 99). The IBAS Post-EMD
prime procurement is restricted, on a limited competition basis, to
Texas Instruments Incorporated and Hughes Aircraft Company. The IBAS
Post-EMD will contain both classified and unclassified data and data
whose export is restricted by the Arms Export Control Act (Title 22,
U.S.C. Sec 2751 et seq) or the Export Administration Act (Title 50,
U.S.C. App 2401-2402). Foreign industry may participate at the
subcontractor level in relation to the IBAS Post-EMD prime contractor.
Subcontracting opportunities must be arranged between the prime and
any potential subcontractors. Foreign industry and/or non-U.S. citizens
desiring a copy of the releasable portion of the RFP MUST submit an
official request through their respective embassy, Washington, D.C. to
HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or influenced (FOCI)
entities desiring a copy of the releasable portions of the IBAS
Post-EMD RFP MUST submit an official request to U.S. Army Missile
Command, ATTN: AMSMI-SI-CI-A, Redstone Arsenal, AL 35898; however,
release is not quaranteed. Request from foreign industry and/or FOCI
entities received by any other means will not be honored. Because this
RFP contains SECRET data, it will not be issued to anyone not holding
a SECRET Facility Clearance and therefore you are requested to provide
a CAGE Code with your request for the RFP. Release date for the IBAS
Post-EMD RFP is planned for 14 November 1996. THIS SYNOPSIS IS FOR
