58 -- NON-DEVELOPMENTAL (NDI) SUPER HIGH FREQUENCY (SHF) SATELLITE COMMUNICATION SHIPBOARD ANTENNAS SOL N00039-96-R-0089(Q) POC Karen Erickson, 02-33, 703-602-0619. Synopsis No. 52. The Space and Naval Warfare Systems Command (SPAWAR) intends to acquire non-developmental item (NDI) shipboard SHF SATCOM antennas for operation with existing AN/WSC-6(V) SHF terminals. The antennas must be capable of operation with, or in replacement of, existing AN/WSC-6(V) seven-foot antennas manufactured by Electrospace Systems, Inc. of Richardson, TX. The potential exists for at least 20 antennas to be procured over five years under the intended competitive, firm fixed price contract. This effort was previously synopsized as a potential sources sought, Synopsis No. 32, on 15 March 1996. SPAWAR expects to issue the formal RFP during the later part of July 1996 or early part of August 1996, with proposals due 30 days after RFP release. SPAWAR intends to require that each proposal consist of a live, Government-videotaped, oral presentation, with written material limited to copies of viewgraphs used by an offeror during the oral presentation and a written cost proposal. The Standard Industrial Classification (SIC) is 3663. Detailed information on time, place, and other factors necessary in preparing for the oral proposal presentation will be contained in the RFP. This RFP will be transmitted through the SPAWAR Bulletin Board System (BBS). The RFP will only be available by calling the SPAWAR BBS, (703)602-9494, and downloading the RFP. The Bulletin Board operates at 14,400 BAUD with a setting of 8:N:l. To download this RFP, the prospective offeror will need at a minimum, PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps - 14.4K bps and a minimum of 1.5 MEG free disk space. The RFP will be in WordPerfect 6.0 or MS Word 6.0 format. The file will be compressed by a shareware program, PKZ204G.ZIP The RFP file name is RFP96089.ZIP. To download this RFP, the prospective offeror will need at a minimum, PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps - 14.4K bps and a minimum of 1.5 MEG free disk space. The RFP will be available on or about the end of June 1996. Prospective offerors are required to supply the name and address of their company, the Point of Contact's name and phone number on the on-line questionnaire in order to be placed on the RFP's Bidders List. Additionally, all are requested to optionally provide answers to a questionnaire on electronic contracting. TELEPHONE INQUIRIES FOR THE RFP WILL NOT BE HONORED. Offerors who would like a copy of the RFP must access the bulletin board. The bulletin board will be available 24 hours a day, seven days a week.
