U.S. Army Yuma Proving Ground (USAYPG) Arizona intends to negotiate a contract with Ball Systems Engineering, 5580 Morehouse Drive, San Diego, CA 92121, on a non-competitive basis for software programming, upgrade and maintenance of Ball Systems Engineering Optimal Estimation and Target Motion Resolution (TMR) systems. Work will entail programming of existing software and software engineering of to upgrade software to accommodate range instrumentation changes, test data requirement changes, and to eliminate software anomalies. In addition, Ball Systems Engineering will provide engineering analysis and evaluation of TMR test data under various test conditions. This company is the only known source who can provide these services as they are the original system and software developer and systems are proprietary (no statement of work is available as systems are proprietary to Ball). Negotiations will be conducted on an other than full and open competitive basis under Request for Proposal Number DAAD01-96-R-0019 as no other source can provide these services due to data right and substantial duplication of costs. SIC code is 7371 and the small business size standard is $18 million in average annual receipts. Interested sources must provide a written statement to the above addressee within forty-five (45) days of the date of this publication.
