Wright Laboratory is contemplating issuing a Procurement Research & Development Announcement (PRDA) for Air Superiority Missile Technology (ASMT) in the Fall of 1996. At this time we are requesting information packages from potential sources on their capability to perform design, development, integration and demonstration of advanced air-to-air missile flight control and seeker technologies. The Wright Laboratory Armament Directorate will soon complete the exploratory development Alternate Control Technology (ACT) program. The objective of the ACT program was to develop advanced flight control technologies which, when applied to current or next generation weapons, would greatly enhance missile maneuverability while decreasing missile drag and box size. The ACT program has developed a highly effective hybrid reaction jet/tailfin control system for air combat missile application. Preliminary designs for integrating ACT control technologies onto inventory AMRAAM missiles have been completed. This represents a broadening of focus for ACT and ASMT to include beyond visual range (BVR) as well as within visual range (WVR) intercept capability. The Air Force Superiority Missile Technology (AMST) program will continue the development of the ACT control technologies by designing, fabricating and conducting unguided flight tests of these flight control techniques using inventory AMRAAM airframes as technology hosts. Following successful completion of unguided WVR and BVR flight tests, an electronically steered conformal array seeker concept will be integrated onto the ACT-AMRAAM vehicles for guided flight demonstrations. Prospective sources should provide evidence of their experience in the form of the successful completion of similar contracts, technical reports, journal publications, and presentations at technical meetings and have a facility clearance of up to the TOP SECRET level. Prospective sources should provide evidence of their capability to perform the design and development of air-to-air missile technologies including specific expertise in the following areas: Very high angle of attack (AOA) missile flight control technologies (exceeding 70 degrees AOA), Reaction jet control technologies, Advanced missile guidance methodologies, Missile seeker integration and Missile flight testing. Prospective sources must exhibit thorough understanding of the AMRAAM missile system. Air-to-Air missile fabrication and modification capability is required. The government anticipates that no single source possesses all the required expertise to successfully complete the ASMT program. Therefore, contractor teaming is expected and encouraged. The period of performance for this effort is anticipated to be approximately 53 months, excluding the guided flight test phase. Respondents to this notice will be notified of the results of the evaluation of information submitted. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force reserves the right to consider a small business set-aside based on responses hereto. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
