This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures, described in DFARS Subpart 235.70. This is the solicitation, there will be no formal RFP or RFQ. This solicitation consists of this synopsis, and subsequent amendments, and a supplemental package which is being released concurrently with publication of this solicitation. The ITI-ALC acquisition is a Full and Open Competition. Offerors who did not respond to Sources Sought Synopsis PKR-SSS-96-06, published 26 Dec 95, or who did not register through the World Wide Web (WWW) site should provide a written request in order to receive the supplemental package and any subsequent amendments. This soliciation includes clauses and provisions from FAR 1990 edition updated through FAC 90-37 and DFARS 1991 edition updated through DAC 91-10. The standard evaluation factors found in Section M of DFARS 235.7006 apply. A single award, Cost Plus Fixed Fee (Completion), and Cost Reimbursement type contract is contemplated. Please review DFARS 235.70 carefully to ensure full understanding of the streamlined contracting procedures. Offerors should propose based upon the following CLIN structure: 0001-Research and Data (Cost Plus Fixed Fee-Completion), 0002-Software (Cost Reimbursement-No Fee), 0003-Hardware (Cost Reimbursement-No Fee), 0004-Travel, Subcontracting, Material/Equipment (Cost Reimbursement-No Fee). Offerors should propose an estimate of $300,000.00 for travel cost and $400,000.00 for hardware cost. The estimated period of performance is contract award through 36 months.
