FUELED VEHICLE/ENGINE AND POWERTRAIN DESIGN, FABRICATION, CALIBRATION

Ketchum, (513) 366-2001. FEV Engine Technology has developed unique,
one-of-a kind prototype methanol-fueled engines incorporating direct
fuel injection and electronic control under various EPA contracts. The
US EPA intends to negotiate on a sole source basis a 20 month contract
extension to contract 68-C4-0005 to achieve continuity in the data
generation and collection in the design, development and testing of two
types of direct injection methanol-fueled engines (spark-ignited (SI)
and glowplug or hot-surface ignited (HSI)). EPA intends to build upon
the expertise developed by FEV on the predecessor contracts to generate
emissions and fuel consumption data with different direct injection
methanol-fueled combustion systems and to summarize the data in a way
that will allow the use of the data in decisions EPA will make
regarding the direction of future development programs. Negotiations
shall be conducted pursuant to the authority of 42 USC 253 (c)(1),
which allows for negotiation without full and open competition if there
is only one responsible source. The basis for this determination is
that only FEV Engine Technology could build upon the research which has
already been completed under the current contract. To date, FEV has
expended over 7 years in developing data concerning the direct
injection methanol-fueled engines. It is critical that the research be
a continuation of that previously conducted in order to ensure the
reliability of the data. THIS IS NOT A REQUEST FOR PROPOSALS. Sources
wishing to be considered must submit documentation to the office
identified above which established that: (1) they have specific
experience in designing, fabricating, modifying and testing direct
injection methanol-fueled combustion systems under situations as
indicated above; (2) they have the facilities and personnel available
to continue the research; and (3) that can provide continuity in the
data collection process to maintain reliability of the data. Personnel
must have direct experience in testing direct injection
methanol-fueled combustion systems and collecting and complying data
concerning the tests. Documentation should be submitted within 30
