PLANNING CONTRACT FOR THE BALTIMORE DISTRICT BUT MAY BE USED BY OTHER

1. CONTRACT INFORMATION: Projects consist of providing
architectural/engineering/planning services for the preparation of
documents in support of master planning at various military
installations, primarily within the Baltimore District, but may extend
to locations with the Continental U.S. The contract will be for a
12-month period and will contain an option to extend for 12 additional
months. Cumulative total of delivery order and/or modification shall
not exceed $750,000.00 per year. Individual delivery orders for each
contract shall not exceed $150,000.00. SUBCONTRACTING PLAN
REQUIREMENTS: If a large Business is selected, a subcontracting plan
with the final fee proposal will be required, consistent with Section
806 (b) of PL 100-180, PL 95-507, and 99-661. A minimum of 25% of the
total planned subcontracting dollars shall be placed with small
business concerns. At least 5% of total planned subcontracting dollars
shall be placed with small disadvantaged businesses, including
Historically Black Colleges and Universities or Minority Institutions,
and 5% with women-owned small businesses. The plan is not required
with this submittal. 2. PROJECT INFORMATION: A/Es submitting for this
procurement must include documentation to show that they have the
capability and expertise to perform the required tasks. Specific tasks
may include, but are not limited to, Long Range Planning Analyses,
Environmental Assessment/Environmental Impact Statements and associated
NEPA public disclosure & coordination procedures; Natural and Cultural
Resources Protection Assessment and associated Section 106 Historic
Preservation Plan procedures; Land Use Assessments; Utilities and Storm
Water Management Assessments; Transportation and Traffic Assessments;
Preparation of Installation Design Guides; Facilities Requirements
Analyses; Space Utilization Studies; Capital Investment Programs; DD
Form 1391 and Project Development Brochures; Preparation of
Mobilization Master Plans; Aerial Surveys and CADD Mapping; development
of electronic databases including GIS & CADD (Intergraph or AutoCAD
with translation capability); Update Existing Condition Maps; Landscape
Development Plan and other related studies; experience in coordinating
with government agencies in the National Capital Region. The service
will be provided under an Indefinite Delivery Type (IDT) A/E contract.
3. SELECTION CRITERIA: The criteria in order of descending importance
which will be the basis for selecting firms, are identified in
Numbered Note 24 under demonstrated competence and qualifications.
Items Number 1, 2, and 3 of the criteria should be amended to read: (1)
Professional qualification necessary to perform Army Master Planning.
(2) Familiarity with the Department of Army Publications related to
Master Planning as it pertains to each of the above task areas. (3)
Possession of secret clearance and approved secret document storage
facilities, or ability to obtain. 4. SUBMISSION REQUIREMENTS: Firms
desiring consideration shall submit appropriate data as described in
Numbered Note 24. Firms desiring consideration must submit both a SF
254 and SF 255 for the prime, joint venture(s), and/or consultant(s).
SF 254 and SF 255 shall clearly indicate the staffing of the office
indicated to do the work. In SF 255, block 3b, provide the firm's ACASS
number. In SF 255, BLOCK 6, provide ACASS numbers for each consultant.
Responses to this announcement received within 30 days from the date
of this issue will be considered for selection. Solicitation packages
