S -- PRIVATIZATION 0F WATER AND WASTE UTILITY AT FORT MONMOUTH SOL DAAB08-96-R-0999 POC Joseph Stone, Contract Specialist, (908)532-2122, Arthur D. Pepin, Contracting Officer, (908)532-4761. The following is intended to solicit from all concerned parties their interest in owning, operating and maintaining Fort Monmouth Water and Waste Water Utility Systems. Fort Monmouth is an active Army Installation located in Monmouth County and bordered by the towns of Shrewsbury, Oceanport, Eatontown, and Tinton Falls in the State of New Jersey. The potable water system consists of distribution piping only with potable water currently supplied by the local water utility company. The water system consists of approximately 154,120 linear feet of water line of which approximately 58,380 feet is 8 inches in diameter and approximately 68,560 feet is 6 inches in diameter. There are approximately 255 building services, 253 main valves and 251 hydrants in the water system. The water system was installed at various times from 1930 through 1960 as the development of Fort Monmouth progressed. The water system also consists of three (3) storage tanks: 2- 250,000 gallon tanks refurbished in 1984 and 1989 respectively and 1- 500,000 gallon ground level tank which is not in use. The waste water system consists of distribution piping and several lift stations only. No waste water treatment is performed at Fort Monmouth. This service is performed by contract to the local regional sewerage authority. The waste water system consists of approximately 116,210 linear feet of pipe of which 58,590 feet is 8 inches in diameter and 35,790 is 6 inches in diameter. There are approximately 541 manholes and 324 services from buildings. The waste water system was installed at various times from 1930 through 1995 as Fort Monmouth developed to its current state. Several (8) of the largest lift stations underwent replacement of pumps, motors and piping, electrical and ventilation systems in 1987. Fort Monmouth would generally prefer to receive a monthly credit to their potable water and waste water utility bills over a ten year period instead of a one time lump sum purchase price payment.
