consists of demolition, concrete removal, concrete placement,
construction of new masonry control stand booths, installation of lock
bubbler system, water supply modifications, asphalt shingle roofing,
gutters and downspouts, removalof fuel oil and gasoline tanks, removal
and disposal of asbestos, PCB, and lead based paint materials, removal
and replacement of structural steel and steel armoring, structural
steel cleaning and painting, removal and replacement of miter gate
andtainter valve machinery, miter gate pintle inspection and repair,
removal and relocation of traveling kevel, regalvanization of grating,
removal and replacement of fencing, removal and reinstallation of
handrailing, removal and replacement of variouscheckposts and lock
ladders, modification of light standards, removal and replacement of
electrical power and control wiring and equipment systems, including
stand-by generator. The requirement will be procured through the use of
a competitivenegotiation procedure which uses a Request for Proposal
(RFP) as the solicitation document. The RFP requires prospective
offerors to develop and submit a proposal that will be evaluated based
upon qualification, and competitive range using thefollowing selection
criteria listed in descending order of importance: 1) Work Plan (work
plan description and schedule for the work between December 1, 1997 and
February 27, 1998, work plan description and schedule for the entire
contract period, plantand equipment); 2) Experience (company,
personnel, performance); 3) Construction Management (safety, quality
control, partnering, and customer service); 4) Price. The contract will
be awarded to the firm submitting the proposal considered to be thebest
in terms of the technical evaluation factors and price that is
determined to be in the best interest of the Government and therefore,
the project will not necessarily be awarded to the firm submitting the
lowest price proposal. Specifications,including bid forms and half size
drawings will be furnished at the cost of $232.50; full size drawing
for $581.25. The estimated magnitude of the project is between
$10,000,000 and $25,000,000. All responsible sources may submit an
