This project consists of installation of a landfill cap and surface drainage controls constituting a time-critical removal action under Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The Forest Service has invoked its discretionary authority as lead agency and plans to initiate this action. Base bid will include cut and regrading of approximately 92,000 cubic yards (CY). An estimated 5,000 tons of scrap metal will be removed and transported for recycling during the regrading. Additive options will include an additional 30,000 CY cut and regrading, a final landfill cover consisting of woodwaste and shot rock with a geosynthetic capping system, installed over approximately 4 acres of the site; segregation of hazardous wastes, scrap metal and tires, hazardous waste transport and disposal, additional scrap metal transport and recycling, tire transport and recycling. Some wetland restoration work will be included. Special Standard of Responsibility for prospective bidders will include previous satisfactory performance with projects similar in nature, within the last two years. Previous experience in excavation and disposal of potentially hazardous waste materials and documented experience with transportation and disposal of hazardous wastes originating in Alaska are required. Bonds are required. The project site is located approximately 1.5 miles west of the city of Thorne Bay along the south side of Forest Service Road #30 on Prince of Wales Island in Southeast Alaska. It is anticipated that the solicitation documents will be issued on or about August 1, 1996. Estimated price range for the base bid is between $1,000,000 and $5,000,000.
