784-5826. The Marine Corps Systems Command (MARCORSYSCOM) is issuing
this Request for Information (RFI) to be used in developing a
specification for a Commercial Off The Shelf (COTS)/Non-Developmental
Item (NDI) optical scope for the Designated Marksman Rifle (DMR). In
order for MARCORSYSCOM to determine if the specifications it is
requesting is a COTS/NDI item, each vendor is requested to respond back
specifically to each requirement set forth in section (a) through (dd)
of this announcement. The device being sought under this procurement
is a telescopic aiming sight designed for use with the 7.62 MM
semi-automatic DMR. The Designated Marksman Rifle Optical Sight (DMROS)
shall attach to the DMR to allow this rifle to be used at its maximum
effective range during daylight conditions. The DMROS system shall
consist of the weapon sight, ring mounts/mounting system, a cushioned
light weight carrying case suitable for field operations when the DMROS
is not mounted to the rifle, a rigid transport/storage case, an
operator's manual, lens cleaning kit, and any mounting equipment/tools
necessary to attach the sight to the named rifle. Principle
characteristics: (a) reticles' optical axis shall shift less than or
equal to 0.5 MOA after each knob (elevation and windage) is cycled from
the 0 to the extreme adjustment and returned for ten (10) cycles. (b)
the DMROS, when mounted, settled, and zeroed on the DMR shall not shift
in zero and shall not exhibit damage nor degradation in performance
when subjected to vibrations and recoil accelerations encountered
during the prone supported shoulder firing of 100 rounds. (c) As a
minimum, the DMROS, after having been mounted, settled, and zeroed to
a DMR, shall be capable of being removed from and reattached to the DMR
twenty times and demonstrate a ''return to zero'' precision within a
maximum of 0.5 MOA allowable deviation to the original zero. It is
desired that DMROS be capable of being removed and reattached to the
DMR twenty times and demonstrate a return to zero precision within 0.0
MOA deviation to the original zero. (d) The DMROS shall have a minimum
magnification of 6x or greater. The desired magnification for DMROS is
8x. It is desired that the DMROS incorporate a variable magnification
from 2x through 8x magnification. (e) DMROS shall have a FOV of 3
degrees. A combination of a 3 degree FOV to a wider FOV is desired. (f)
DMROS shall provide a minimum eye relief of 50 millimeters and shall
not exceed 100 millimeters of eye relief. (g) DMROS shall provide a
minimum exit pupil diameter of 5 millimeters and shall not exceed 7
millimeters. (h) DMROS shall have a 40mm objective lens diameter or
greater. (i) the light Transmittance value for DMROS shall measure 92%
or greater as a system. A 95% light Transmittance value for the system
is desired. (j) all lens surfaces shall be coated with an
anti-reflection coating. (k) DMROS, at 6x magnification, shall resolve
10.32 line pairs per milliradian (lp/mr). (l) DMROS shall be parallax
free at 150 meters. It is desired that DMROS incorporate a parallax
adjustment to allow individual shooters to correct for parallax at
specific target ranges from a near range of 25 meters to infinity. (m)
As a minimum, the DMROS shall have a scaled, cross hair reticule with
four (4) one mil increment dots on each side of the intersection of
cross hairs that will assist the shooter in compensating for wind,
target movement, and estimation of range. If the DMROS proposed is of
a variable magnification design, the reticle incorporated in the design
shall proportionally increase/decrease in size with the
decrease/increase in magnification to permit the user to accurately
range targets using the mil dots increments throughout the sweep of
variable magnification. (n) DMROS shall provide an elevation cap that
calibrates the reticles' point of aim to the bullets point of impact
for 7.62 mm M118 Special Ball Ammunition from a near distance of 100
meters to a far distance of 800 meters. It is desired that the DMROS
elevation adjustment incorporate a cam or worm screw that calibrates
the reticle's point of aim to the point of impact for M118 ammunition
throughout equal increments of adjustment to the elevation cap. (o)
DMROS shall provide an elevation adjustment calibrated from 1 to 800
meters in 100 meter increments. It is desired that the elevation drum
be subdivided into 50 meter increments that are readily observable
(sight) and detectable (tactile response) to the shooter. It is
desired, that a fine tune elevation adjustment be incorporated with the
master elevation adjustment in increments of 0.5 MOA that permit +/- 3
MOA adjustments to the master elevation adjustment. DMROS shall have
a windage adjustment, in increments of .5 MOA, that permit 4.5 MOA
windage adjustments. It is desired that DMROS provide 6 MOA windage
adjustments. (p) The DMROS eyepiece shall be easily adjustable and
provide at least plus 2 diopters to minus 4 diopters from the position
of best focus on the reticle surface. (q) DMROS shall not exceed 14
inches in length. (r) DMROS (sight only) shall weigh equal to or less
than 21 ounces (16 ounces or less is desired). (s) The DMROS
mount/mounting system shall require no modification to the DMR. (t) As
a minimum, DMROS shall be attachable to and removable from the DMR in
the field by the operator using current issued equipment or contractor
supplied tools/equipment. It is desired that DMROS be attachable to and
removable from the DMR in the field by the operator using no tools or
equipment. (u) the system mounting hardware necessary to attach and
zero DMROS to the DMR shall weigh less than 1 pound (desired 0.5 pound
or less). (v) the DMROS shall not be damaged or suffer degradation of
performance when operated in temperatures up to +490 C (1200 F). (x)
the DMROS shall not be damaged or suffer degradation of performance
when operated in temperatures as low as -370 C (-350 F). (y) the DMROS
shall exhibit neither damage nor degradation of performance from
exposure to altitudes to 15,000 feet in an unprotected mode. (z) the
DMROS shall not demonstrate any leakage, damage, nor exhibit any
degradation in performance when subjected to a relative humidity of not
less than 95 percent over a temperature range from -370 C (-350 F) to
+490 C (+1200 F). (aa) the DMROS, with lens covers in place, shall not
be damaged by exposure to fine sand and dust particles. (bb) the DMROS
shall not leak when immersed to a minimum depth of 3 feet in fresh
water for a minimum of 30 minutes, and upon retrieval shall exhibit
neither damage nor any degradation in performance. (cc) the DMROS shall
withstand a constant displacement of 0.125 inch double amplitude from
5 to 55 hertz (Hz) without any physical damage or degradation of
optical characteristics. (dd) the DMROS in its carry case and
transport/storage container containing all ancillary items, shall
exhibit neither damage nor degradation in performance by being
subjected to a 48 inch drop on all faces, edges, and corners of the
transport/storage container. Ancillary Equipment: Lens Cover, Laser
Protection, Soft Carry Case, Transport/Storage Case, Operator's Manual,
Lens Cleaning Kit. Vendors interested in participating in this program
shall submit in writing, technical qualifications and literature as
well as comments on the proposed acquisition by close of business 12
