96. Solicitation No. FD2040-95-25661 Tactical Air Navigation System
(TACAN). POC Mr. Larry Feldhaus, Contracting Officer, SM-ALC/PKLRB,
(916) 643-0579 ext 526. Because of the very limited response to the
referenced RFI, this notice is issued for the purpose of expanding and
clarifying the governments requirements. The AN/TRN-41 is an air
droppable TACAN for use in forward areas and as a fill- in for fixed
facilities when required. It is our objective to upgrade this TACAN
with an all band antenna, provide for an azimuth monitoring capability
and provide a means to attain a 100 nautical mile capability. Any
suggested upgrade should provide the following: an all band, 252
channel antenna with full Instrument Flight Rules (IFR) capability,
provide circuitry for monitoring the azimuth signal, provide a means
which will provide sufficient power to transmit and receive range and
bearing information at a distance of 100 nautical miles without
degrading the interrogation lag time or other system specifications.
The modified unit must remain air droppable with a minimum increase in
weight and or size. The government is also interested in receiving
contractors rough order of magnitude (ROM) costs including associated
logistics (contractor support or organic two level maintenance concept)
until the year 2010. It is also the governments objective to procure
rugged, non-developmental equipment to fulfill this requirement. To
assist potential offerors a DRAFT Statement of Objectives (SOO) and a
DRAFT System Requirements Document (SRD) are available on the Internet
World Wide Web at http://www.mcclellan.af.mil/LH/LHZ. These are not
final documents and are subject to daily change until a formal Request
for Proposal is issued. Contractors interested in providing their
concepts should forward any appropriate information to: SM-ALC/PKLRB,

Feldhaus. Responses should be received no later than 30 days after the
date of this publication. The government does not intend to award a
contract on the basis of this notice or to otherwise pay for the
information solicited, except as provided in the Federal Acquisition
Regulation (FAR) 31.205-18. The approximate issue/response date will be
30 Jul 96. First article test required. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
