Prevention, Education, and Control (OPEC), of the National Heart, Lung,
and Blood Institute (NHLBI) is conducting a market survey to determine
the availability and potential technical capability of 8(a) firms to
plan and develop a series of health education activities on
cardiovascular risk factors such as high blood pressure, high blood
cholesterol, obesity, physical activity, and cigarette smoking. In
addition, technical capability is required in prevention, treatment,
and control of heart attack and asthma. Other cardiovascular and
pulmonary disease areas may be added to this list if the focus of the
Office changes. The incumbents shall have experience in these areas and
have the capacity to access the appropriate channels to reach specified
minority populations that may be disproportionately affected by these
diseases and/or risk factors. In addition, the incumbents shall have
the ability to evaluate the effectiveness of dissemination of health
messages and materials to minority populations. A major component of
the evaluation is the extent to which educational materials and
approaches have been adopted and utilized by the target audience. The
major target audiences according to population density include African
Americans/Blacks, Latinos/Hispanics, Native Americans/American
Indians, and Asian/Pacific Islanders. As these populations grow, the
transfer of research information in the form of products and materials
to increase the practice skills of health professionals and to enhance
the quality of life of the general minority population will become even
more critical objectives of the OPEC. Interested 8(a) firms are invited
to submit capability statements demonstrating organizational and staff
expertise and/or knowledge in 1) program planning and development, 2)
program evaluation, 3) minority channels and networks to disseminate
professional, patient, and public education materials, 4) design and
implementation of qualitative research methods, 5) public health
education methods and strategies, 6) cultural competency and low
literacy education material development, and 7) coordination and
project management. Firms responding to this market survey should
provide pertinent information to the requirements mentioned above. The
