COMMERCE BUSINESS DAILY ISSUE OF JULY 12,1996 PSA#1635US Env. Protection Agency, CMD-RTP MD-33 (NCCM-KG), Research Triangle
Park, NC 27711 B -- REPORTS OF PILOT STUDY RESULTS AND INTERIM FULL-SCALE STUDY
RESULTS REGARDING HEALTH EFFECTS OF OUTDOOR AND INDOOR AIR HINESE
CITIES. SOL 416025 POC Karen Z. Gibson, Contract Specialist
(919)541-4556/Vickie Presnell, Contracting Officer. The U.S.
Environmental Protection Agency has a requirement for reports of pilot
study results and interim full-scale study results regarding health
effects of outdoor and indoor air pollution in 4 Chinese cities. Annex
1 of the China-U.S. Environmental Protection Protocol specifies that
the Chinese and U.S. sides shall conduct cooperative research on the
respiratory health effects of Chinese urban air pollution in children
and adults. The purpose of the research is to determine the health
effects of exposure to indoor and outdoor air pollution in China, and
to apply the findings to the risk assessment process in the U.S. and
China. The research includes 4 cities, Chongqing, Guangzhou, Lanzhou,
and Wuhan. Within each city, the research includes districts with
relatively high and relatively low ambient air pollution levels (total
8 districts). Within each district the research also includes
households with relatively high and relatively low indoor air pollution
levels. Collected data include ambient air pollution measurements and
standardized questionnaire information on indoor air pollution sources.
Children's spirometric lung function is measured longitudinally and
children's and adults' respiratory health status is determined by
standardized questionnaire administered at intervals over the study
period. Information on relevant covariates such as smoking, demographic
characteristics, and socioeconomic status, is also gathered by
standardized questionnaire. The contractor shall develop standardized
code books, in English, suitable for encoding all data in both health
questionnaire versions used in this research, all environmental
exposure data collected, and annual average ambient particluate and
sulfur oxide levels in each district from 1984 through 1995 within 6
weeks of after award. All variable names and codes shall be suitable
for subsequent data entry onto computer using dBase III or dBase III
Plus software. The contractor shall prepare standardized file
structures, in English, for computer entry of all data mentioned above
within 6 weeks after award. These file structures shall be entirely
consistent with the standardized code books developed and shall be
prepared using dBase III or dBase III Plus software. Using the
standardized code books and file structures the contractor shall enter
all environmental and health data from all data sources onto computer
and copy each completed file onto a disk. The contractor shall prepare
a report of pilot study findings in the 4 Chinese cities within 9
months after award. This report shall be prepared for submission to and
publication in a peer-reviewed English language scientific journal. The
contractor shall prepare a report of interim full-scale study findings
in all study districts in the 4 Chinese cities within 11 months after
award. This report shall be prepared for submission and subsequent
publication in a peer-reviewed English-language scientific journal.
This effort will require direct experience both with procedures and
data formats employed by the Chinese side in this specific project, and
with data formats used in China's nationwide municipal environmental
data collection system. No telephonic requests will be honored. (0192) Loren Data Corp. http://www.ld.com (SYN# 0006 19960711\B-0001.SOL)
