The National Cancer Institute (NCI) plans to procure on a sole source basis under authority of FAR 6.302-1 an employee database system from Netcomm Inc., 9403 Spruce Tree Circle, Bethesda, MD 20814. The implementation of the employee database system (EDS) for NCI is entering phase II of development which includes the following tasks: follow-up demonstration class on the use of EDS, resolve all data flow back issues so that the payroll module in EDS has complete and reliable data for fte porjections, design, write and implement three new reporting capabilities for EDS--the pay equity report, cash award report, and a report of data flow back monetary data needs to be designed, tested and implemented, write two utilities that will export EDS data into the input files. The utilization of Netcomm, Inc. is necessary because Netcomm wrote, designed, and copyrighted the existing EDS program. Netcomm, Inc. is the sole proprietary owner of this software. this notice of intent is not a request for competitive proposals, however, if any interested party believes they can meet the above, they may submit a statement of capabilities. Information furnished shall include enough material, in sufficient detail, to perform a proper evaluation of their ability to perform and must be received within 20 days of the publication of this notice.
