include developing enhancements to the current ICONAUTHOR based lesson
template, modifying user interfaces to the program, refining the means
by which instructors can monitor students' performance, reworking of
another ICONAUTHOR template into the learning environment, and
incorporating use of non-roman orthographics into the courseware.
Provide interface in lesson based template for accessing materials on
locally stored or on-line materials internet materials. Task 1 ver1 5
template shall perform an in-depth analysis and evaluation of the
current language development (user input interface) and presentation
template to reach an understanding of the operation of the various
modules involved, perform a maintenance overhaul through the removal of
redundant, unnecessary code or programming elements from the templates
to streamline the program flow and increase operational speed, modify
the operational performance of existing modules to reflect changes in
pedagogical design and outcomes based on own ideas or on specific
objectives, assist in the pedagogical development of new modules with
new functionalities and capabilities to enhance-IVD based language
instruction and ultimately author the specific functionalities, and
assist in the planning, setup and programming of a digital audio
database using .wav files and database references to access
pronunciation modules within any language lessons. Task 2 ESK2000
perform an in-depth analysis and evaluation of the current English As
a Second Language (ESL2000) development and presentation template to
reach an understanding of the operation of the various modules
involved, perform a maintenance overhaul through the removal of
redundant, unnecessary code or programming elements from the templates
to streamline the program flow and increase operational speed, modify
the operational performance of existing modules to reflect changes in
pedagogical design and outcomes based on own ideas or on specific
objectives, assist in the reverse engineering and conversion of the
ESL2000 template to the FLAN 2000 template, assist in the pedagogical
development of modules with new functionalities and capabilities to
enhance IVD-based language instruction and ultimately author the
specific functionalities, evaluate the existing foreign language
materials database and provide suggestions/programming support for the
conversion of some 6000 data files from var. based to excel or access
format. Perform proof of concept leading to the transfer of files into
the database. Program for the mass conversion of the foreign language
text database to excel of access format. Task 3 operating system and
application programs upgrade to NT and 32bit representation, assist in
the transition and upgrade of all previously modified and/or created
files, modules and databases to 32 bit representation using Windows NT
or Windows95 based application programs such as Excel, Access,
INCONAUTHOR NT to allow for 2 byte language representation within nt
server environment and nt workstations, assist in the proof-of concept
design and development of a nt server and nt station architecture
which will result in improved data access and student lesson management
assist in the reconfiguration of 104 student stations, and the
installation of the new NTOS on all machines, and concurrently the NT
server and ancillary programs such as SMS must be intergrated and
tested. Task 4 evaluation and make recommendations on integration and
access of web-based language materials into the above mentioned
language template. Period of performance is 1 Aug 96 through 31 Jul 97.
This acquisition is approved for a sole source acquisition action as
authorized by AFFAR Supp 5313.106 under Simplified Acquisition
Procedures with Dr. Sherman Reagan -- No request for Quote (RFQ)
package will be issued -- However, all interested sources may submit
pricing data, an accurate description of the services offered -- Only
responses containing this data will be considered for the purpose of
determining whether to conduct a competitive procurement -- Award will
not be made on the basis of responses received to this synopsis -- If
no favorable responses are received by close of business 15 days from
the date this notice appears in the CBD, a purchase order will be
