Systems Command (Code 03T), as principal sponsor of the Naval Research
Laboratory's Radar Target Signature (RTS) ship signature prediction
code, is announcing the release of the software for use by DoD agencies
and contractors subject to the restrictions that are outlined in this
notice. A detailed policy statement will be provided to parties
responding to this announcement. Interested parties should contact the
identified POC. Additionally, a first generation pre-RTS CAD
translator is available for converting Intergraph CAD-II format into
the acceptable RTS input format. Meaningful use of RTS requires a
prerequisite knowledge of 3-D modeling and principles of high-frequency
radar scattering. Version 8.1 of the RTS executable code is presently
compiled for three workstation formats only (not IBM PC) and will be
available under the terms of a licensing agreement, royalty free and
without cost to bona fide Government agencies and contractors working
on U.S. Navy ship and craft design and analysis, or evaluation of U.S.
radar weapon system effectiveness against maritime vehicles, or
specifically in support of LPD 17 ship program solicitation
N00024-96-R-2101. Under no circumstances may the RTS code be used in
support of foreign ship design, nor is it permissible under Critical
Military Technology rules and the National Disclosure Policy to either
release the code to or to permit its use by foreign nationals. The RTS
code is intended primarily for predictions of maritime vehicle radar
cross section, but may in some cases be applicable to land and air
vehicles. These requests will be considered on case by case basis. In
addition, training and user support is not available unless paid by the
requestor. Agencies and contractors should contact the following person
