Contracting Officer. PRE-SOLICITATION NOTICE - This project consists of
two parts (PART ''A'' and PART ''B''). PART ''A'' will include Base Bid
Item 0001 with option, and PART ''B'' will be additional Option Items.
The Government reserves the right to exercise any or all of these
options within 90 days after the date of the Notice to Proceed. PART
''A'' work includes the furnishing of all labor, materials, and
equipment required to construct the BEQ Building (South Wing and South
Half of East Wing) and Activity Building including demolition of
buildings, paving, walks, trees and shrubs, underground utilities and
the removal and disposal of asbestos containing materials (ACM) and
lead paint containing materials and incidential related work. The BEQ
Building is a three-story dormitory constructed of concrete floors and
roof slabs and concrete masonry walls, and interior metal frame
partitions, and interior finishes. The spaces included are
living/sleeping room spaces, electrical, mechanical, housekeeping rooms
and mechanical chases. The Activity Building is a one-story building
constructed of concrete floor slabs, masonry walls, structural steel
roof framing, metal deck and interior finishes. The spaces included are
lobby, lounges, exercise room, managers office, handicapped accessible
restrooms, storage rooms, and self-service laundry. Construction site
utilities include electrical distribution and lighting, telephone,
sewer, water, gas, pre-protection, and provisions for future expansion
of the BEQ Building. Construction site improvements include walks,
patios, outdoor barbecue grills, benches, walls, landscapng, and
irrigation. PART ''B'' (an Option Item) includes the furnishing of all
labor materials, and equipment required for minor demolition of
paving, walks, trees and shrubs, and portions of concrete masonry
building wall, and the expansion of existing building including the
North Wing and North half of East Wing. BEQ Building expanded wings are
constructed of concrete floors and roof slabs and concrete masonry
walls, and interior metal frame partitions, and interior finishes. The
spaces included are living/sleeping rooms spaces, electrical,
mechanical, housekeeping rooms, and mechanical chases, and insultation
bulk storage rooms with electrical, mechanical, and plumbing rough-ins
for potential future construction to living/sleeping modules.
Construction site improvements includes walks, landscaping, and
irrigation. Estimated Construction Cost over $10,000,000.
Firm-Fixed-Price Contract. The proposed contract is UNRESTRICTED.
Contract duration is approximately 540 calendar days. The Standard
Industrial Code (SIC) is 1522 and the related small business standard
is $17,000,000. Bidders shall request a copy of the solicitation in
writing stating IFB Number N62474-94-B-7516 with complete company name,
address, area code, business phone and FAX number and whether bidding
