is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number
DTMA92-96-B-00161 is issued as an invitation to bid (IFB). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-32. This is a total
small business set-aside under Standard Industrial Classification Code
5082; the size standard applicable is a maximum of 500 employees.
Description of requirement: loader/backhoe tractor meeting the
following minimum acceptable features: naturally aspirated engine,
minimum 70 SAE net horsepower; ROPS (Rollover Protective Structure)
canopy meeting FOPS (Falling Object Protective Structure) criteria;
parking/emergency brake; audible/visual warning indicators for
pressure, temperature, and fluid; levels and parking brake; back-up
warning alarm; minimum 400 pound front counterweight; key start; two
front driving/working and two rear working lights; minimum of 14 feet
backhoe digging depth; minimum of 24 inches backhoe bucket; minimum of
1 cubic yard loader bucket; stabilizer feet; front tires, minimum
11x15; rear tires, minimum 16x24; rearview mirror; service technical
(shop) manuals; indoctrination/familiarization training (8 hours).
Quantity required: 1 each. The loader/backhoe is to be delivered within
30 calendar days following award FOB at James River Reserve Fleet, end
of Harrison Road, Building 2606, Ft. Eustis, VA 23604. The provision
at FAR 52.212-1, Instructions to Offerors Commercial, applies to this
acquisition. The provision at FAR 52.212-2, Evaluation Commercial
Items, does not apply to this acquisition. Offers will be evaluated on
the basis of price alone. A completed copy of the provision at
52.212-3, Offeror Representations and Certifications Commercial Items,
shall be included with bids. FAR 52.212-4, Contract Terms and
Conditions Commercial Items, applies to this acquisition. The clause at
FAR 52.212-5, Contract Terms and Conditions Required To Implement
