520-629-4614 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number 678-42-96 is issued as an invitation to bid (IFB). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-38. Standard
industrial classification code is 3429 and the small business size
standard is 500 employees. Contractor shall be required to provide all
labor, material, parts and equipment to re-key VA Medical Center,
Tucson, Arizona. The project involves replacing 3400 existing Best Lock
Corporation 7 pin cores with new 7 pin cores and supplying an average
of two new keys for each core, each key stamped with a unique key
number and core number assigned by the Locksmith. Contractor shall
perform a site survey of the Medical Center to determine the locations
and quantities, labeling information and type of lock set. Contractor
will provide completed Door Number Cards, Core Number Cards, Key
Marking Cards and Employee Name Cards for each core as work is
completed. Cost range is between $25,000 and $100,000. Deliver F.O.B.
destination 180 days from award date to Chief, Acquisition & Materiel
Management Service (90), Warehouse Building 14, 3601 S. 6th Avenue,
Tucson, Arizona 85723. The provision at 52.212-1, Instructions to
Offerors--Commercial Items, Instructions to Offerors--Commercial Items,
applies to this acquisition with no addenda. In accordance with the
provision at 52.212-2, Evaluation--Commercial Items, the Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers: (1)
Price (2) Warranty (3) Delivery Time (4) Compatibility with existing
hardware (5) Conformance to Specifications. In the event the offer most
advantageous to the Government exceeds the funds available, a single
award will be made based on unit price and funds available. Offerors
are to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications--Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions--Commercial
Items, applies to this solicitation with no addenda. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders--Commercial Items, applies to this acquisition
with none of the additional FAR clauses cited in the clause applicable
