Contracting Officer, 501-370-6671 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with the additional
information included in this notice. This annoucement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37. This acquisition is unrestricted.
Description of requirements: This medical center has two physically
seperate locations. The Little Rock Division and approx. 2.5 miles
northeast, the North Little Rock Division. The Radio Paging System will
be a dual transmitter, simulcast system with a primary paging frequecy
of 164.175 MHz. The transmitters will be linked via a UHF radio
channel operating in the Gov. spectrum range of 406.000 to 420.000 MHz.
This system shall be designed, engineered, furnished, delivered,
installed and tested. The medical center will provide the System's link
transmitter frequency authorization and the contractor shall not
proceed with the ordering of radio transmitting equipment until the
link frequency has been provided to the medical center, however, system
physical installation may proceed prior to receipt of authorization.
The system shall fully support end user paging equipment currently in
use. This equipment is composed of: Motorola Spirit and Pageboy using
2-tone sequential. Motorola Bravo using Golay sequential code, and
Motorola Keynote using 2-tone sequential. There are a combined total of
approximately 950 pagers in use. Copies of detailed specifications can
be obtained from the contracting officer. Technical Proposal format:
provide three identical copies of the technical proposal in loose leaf
binders (with floppy disk sleeves for completely labeled floppies).
Submittal in electronic format is acceptable. Textural material must be
submitted on a 3.5'' (DOS v.6.22, Windows 3.11 or Macintosh v.7.1
compatable) floppy disk in Microsoft Word and all required drawings in
AutoCad V.11. Technical proposal shall be composed as follows: Section
A. Title page (VA Medical Center, solicitation number, date of
proposal, contractor' name, address, telephone and fax numbers; Section
B: Narrative Description of how the proposed system is expected to be
installed and will operate. An equipment narrative description extract
from OEM technial literature is not acceptable in this section;
Section C: Technical Literature (OEM specifications detailing the
mechanical, electrical and technical characterisitics of each item of
equipment to be furnished identified by line item to the contractor's
furnished equipment list); Section D: Block diagrams and drawings
indicating how the system is to be installed and interconnected;
Section E: Engineering Drawing; Section E: RF Coverage Prediction;
Section G: Contractor furnished equipment list; Section H: Test
Equipment List. FOB: Destination. FAR 52.212-1, Instructions to
Offerors-Commercial Items applies. FAR 52.212-2, Evaluation-Commercial
Items applies. The following factors shall be used to evaluate offers:
Proposed Design/Equipment, Past Performance, Quality and scope of
training plan, location of service facility, price. All evaluation
factors when combined are significantly more important than price.
Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial Items,
with its offer. FAR 52.212-4 Contract Terms and Conditions-Commercial
Items applies to this acquisition. FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items applies to this acquisition. The following
