69 -- MILITARY OPERATIONS ON URBANIZED TERRAIN INSTRUMENTATION SYSTEM POC Joyce E. Wells, Contract Specialist, (407) 380-8347 or Barbara Y. Ladd, Contracting Officer, (407) 380-4099 Joint Readiness Training Center Military Operations on Urbanized Terrain. The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement to instrument additional buildings in the Military Operations on Urbanized Terrain (MOUT) Site at the Joint Readiness Training Center (JRTC) in Fort Polk, LA to complete the Mission Essential Training Requirement (METR). Efforts include continuing support to ensure proper integration and compatibility with fielded hardware and software; development of a logistics support package; integration tasks and analyses; and on site technical support during integration, installation, checkout and testing. To support the additional instrumentation, this effort will include a minimum of 2 each controller workstations and editing stations, and incorporation of 40 each programmable targets. Award is expected no later than December 1996 with delivery date scheduled for December 1998. The entire effort under this requirement must be integrated in the on-going effort of the current contractor, Signal Communication Systems and Supply, Inc. (SIGCOM), 4413 W. Market Street, Greensboro, North Carolina, 27407. The Government does not have the descriptive documentation to convey the engineering performance characteristics or physical configuration of the integrated JRTCMOUT-IS. No technical data/drawings are available. Therefore, it is the Government's intention to award a sole source firm-fixed price contract to SIGCOM. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer and developer of the JRTCMOUT-IS Phase I system, SIGCOM is the only source which possesses the necessary data, current design and expertise to perform the JRTC MOUT instrumentation effort.
