This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an Request for Quotation (RFQ). Solicitation Number F0561196T6679. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Standard Industrial Classification Number is 2591 and the Business Size Standard is 500 employees. The proposed contract listed here is Small Business Set Aside. The contractor shall provide all personnel, equipment, tools, materials, supervisiors, and other items and services necessary for installation of Blackout Shades in sleeping quarters in Building 5222 and 5224 ITEM 0001; SUPPLY/SERVICE WITH DESCRIPTION: SHADES, BLACK OUT, mfg: Draper Shade and Screen or equal, light blocking shading system, crank operated, anodized and painted finished, system shall include aluminum headbox, side and sill channels, side and sill channels shall be designed to insure that shades are held securely in side channels without any penetration of light from the exterior. Rollers: Manufactured with 2'' diameter,.080 wall-6063-T-5 or 1 1/2'' diameter with .065 wall, aluminum extrude tube, Mounting brackets: 1018 plated steel stamping, sizes: 1 5/8'' and 2 1/4'', styled for mounting to wall, ceiling or window jamb. Roller Idler assembly: type 6/6 injected molded nylon and zinc-plated cold rolled steel pin. Endcaps: 1018 steel stamping with adapter roller bracket, installs to face, ceiling or window jamb, accepts snap-lock fascia or roller box cover and fabric guide. Screen/shade: close woven fiberglass base textile with sun resistant vinyl film securely bonded to each side, opaque, fire retardant, washable, and stain resistant. Minimum acceptable tensile strength, 190 pounds warp x 180 pounds fill, weight 12 ounces per square yard, (approximate size) 12 EACH 4'6''Hx13'6'' W, 12 EACH 4'5''H x 4'7'' W, 68 5'11''H x 13'4'' W., Installation included. QTY:EACH UNIT: Each; UNIT PRICE $____ AMOUNT $____ Delivery shall be FOB Destination within 42 days after contract award at 5222, 5224 Cedar Dr (Enlisted Dorms), USAF Academy CO. The provision at 52.212-1, Instruction to Offerors--Commercial Items, applies. to this acquisition and No addenda applies Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. No addenda applies. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: 6,7,8,9. The contractor shall perform services Monday through Friday between the hours of 7:30 A.M. and 4:00 P.M. Due to the work in this contract being performed in the private quarters of our enlisted personnel, it is required that any appointments necessary for pre-measurement and installation of blackout shades be coordinated though the government Contract Monitor. The contractor shall notify the contract monitor five (5) working days in advance of the dates the contractor commences with the measurement and installation of Blackout shades. The contractor shall provide estimated time that it will take to perform pre-measurement and total installation of the Blackout Shades. Damaged or Destroyed Government Property: The contractor shall repair or replace at his own expense, government property, such as any part of a building, its appurtenances, lawn, etc., when damaged or destroyed by the contractor, his employees or equipment. All damaged government property shall be repaired or replaced in a timely manner by the contractor with materials of like type, quality, and finish, and by skilled mechanics of the trade involved. Should the contractor fail to repair damages or make replacements, the costs shall be deducted from the payment due the contractor. ALL DAMAGES SHALL BE REPORTED IMMEDIATELY TO THE CONTRACT MONITOR. The contractor shall install Blackout Shades and all related hardware in 68 dormitory rooms located in Building 5222 and 5224. Blackout Shades will complete a near total opacity. Blackout Shades shall match the color schemes of the USAF Academy dormitories and will present an architecturally uniform appearance. INSTALLATION. The Blackout Shades shall be installed by the contractor in a timely manner with as little disruption as possible to the occupants. Installation of Blackout Shades will be completed in accordance with manufacturer's instructions and approved submittals. Contractor shall install materials and systems in proper relation to the adjacent structure and to uniform appearance. Blackout Shades shall be mounted within the window frame without disruption to the mini-blind installation or mini-blind operation.
