Contracting Officer, (210) 536-6370. INTELLIGENT TUTORING SYSTEMS: The
United States Air Force has a requirement for the development,
production, and maintenance of computer based Intelligent Tutoring
Systems (ITS). We plan to competitively award, under full and open
competition, an Indefinite Delivery/Indefinite Quantity (ID/IQ)
contract with cost-plus-award fee and cost-plus-fixed fee line items
which may be implemented on individual delivery orders. Contractors
will be required to perform an oral presentation of their technical
capabilities as instructed in the Request for Proposal (RFP). Award of
this contract will be based on the best value to the Government, and
the resulting contract will have a five year ordering period. This
effort is classified under the Standard Industrial Code (SIC) 7371. The
Government's requirements include developing, fielding, and maintaining
a spectrum of ITS capabilities. The Government is interested in
applying ITS technologies to satisfy a variety of training needs. Some
applications will provide enhanced procedural training using available
commercial or military Off-The-Shelf (OTS) authoring tools. Other
applications will involve intelligent tutors that use the latest in
state-of-the-art cognitive task analysis and object oriented software
languages. The program goal is to use ITS technologies to accelerate
students' apprentice learning on complex systems. The contractor will
design, develop, produce, and test the ordered ITS. ITS courseware
shall be developed using either commercially developed or Air Force
Armstrong Laboratory developed interviewing/data collection/data
analysis (cognitive task analysis) methodologies, knowledge engineering
technologies, and software development tools for ITS application.
Anticipated release date of the RFP is on or about the first of August.
We intend to release the RFP electonically via the internet. All
responsible sources may submit proposals which will be considered by
the agency. Requests for solicitation must be in writing to the

(gary.mathis@diamond.brooks.af.mil), or register through SARAH. SARAH
is the San Antonio RFP Acquisition Highway and is attached to the
Brooks AFB Home Page available through the internet. The Human Systems
Center (HSC) intends to use the SARAH web pages to post all future
information regarding this solicitation. The SARAH URL address is

associated with the ITS RFP are posted under SARAH. Contractors are
invited and encouraged to comment on the draft documentation before
they become final. The Human Systems Center (HSC) has established an
Ombudsman to address your concerns on a non-attribution basis.
Potential offerors are encouraged to exhaust all avenues within the
contracting and program management chain as the Ombudsman is not meant
