IN TWO PARTS. THIS IS PART 2 OF 2 PARTS. POC Mark Pacer, WL/AADM,
513-255-7655. Part 2 of 2 Parts: 10. The contractor shall maintain a
data base of relevant foreign research and development in electron
devices for AGED and disseminate information to requesters certified by
Wright Laboratories, WL/AADM. 11. The contractor shall support the
development of a corporate memory by maintaining a data base to perform
historical analyses of AGED performance. 12. The computer ''matrix''
database with at least multiple remotely accessible ports shall be
maintained in accordance with procedures used in maintaining the data
base derived from AGED operations. 13. The electronic communication
system to meet the requirements described in number 12 above shall
provide access to electron device related program information,
including information on upcoming meetings and STARs, to qualified
members of AGED and the Services. In addition, the system shall provide
an operational means for the AGED membership to submit report
contributions and data inputs in digital format, thus avoiding retyping
and permitting quick distribution of large blocks of information to and
from the AGED membership. 14. The contractor shall provide ancillary
and auxiliary operations on whatever regular, irregular, intermittent,
or ad hoc basis is required by the AGED Main Group. These may include
special publications monitoring, quick reaction support of special
meetings, AGED sponsored conference management, ceremonial activities,
membership orientations, diverse information and library operations,
and miscellaneous direct tasking in accordance with the AGED
Instruction and Working Group Charter. 15. The contractor shall
identify and list the appropriate recipients of the various AGED
documentation. 16. The contractor shall exercise administrative and
financial management functions supporting AGED during the course of
this effort such as: scheduling of activities and milestones,
describing status, outlining research activity and progress toward
accomplishment of objectives, planning, forecasting, making
recommendations on funding and funding changes, and documenting new
technical breakthroughs and program results. 17. The contractor shall
provide technical and administrative support of the Tri-Service JDL
Reliance TPED planning and execution process for electronic devices
including preparation of plans and reports and providing program
analysis. 18. The contractor shall plan for four to seven JDL Reliance
TPED meetings per year, provide the meeting sites, and document the
meetings. 19. The contractor shall organize, administer, and document
the results of two to five progress reviews conducted by the JDL
Reliance TPED. 20. The contractor shall maintain a database of mailing
lists of the JDL Reliance TPED, its sub-panels, sub-subpanels, and
associated personnel for distribution of pertinent program data. 21.
The contractor shall assist in the preparation of the JDL Reliance TPED
Annual Report as a review/assessment of ongoing or planned DoD programs
in electron device technology and shall distribute this report. 22. The
contractor shall assist in the preparation of the JDL Reliance TPED
Joint Services Program Plan (JSPP) utilizing the ODDRE Electron Device
Science and Technology review information and shall distribute this
plan. 23. The contractor shall correlate on going and planned work
under cognizance of the JDL Reliance TPED with other Government
agencies for the purpose of coordinating service inputs such as
roadmaps and development plans. 24. As tasked by the COTR, the
contractor shall conduct and document special surveys and assessments
as requested by the JDL Reliance TPED. 25. The contractor shall
establish and maintain a Tri-Service electronic database for JDL
Reliance TPED capable of capturing and integrating the joint programs,
efforts, and activities developed by the electronic device R&D
managers throughout the DoD. Firms responding should indicate whether
they are, or are not, a small business, a socially and economically
disadvantaged business, a woman owned business, a historically black
college or university, or minority institution. For this item the
general definition to be used to determine whether your firm is small
is as follows: ''A small business concern is a concern that is
independently owned and operated, is not dominant in the field of
operation in which it is bidding on government contracts and with its
affiliates, the number of employees does not exceed 500 persons.'' SIC
Code 8731 applies. ''Concern means any business entity organization
for profit with a place of business in the United States, its
possessions, Puerto Rico, or the Trust Territory of the Pacific
Islands, including but not limited to an individual, partnership,
corporation, joint venture, association or corporation.'' The Air Force
reserves the right to consider a small business set-aside based upon
responses hereto. Small business respondents should provide a statement
of capabilities to assist the Air Force in making a set-aside decision.
Large businesses are only required to submit a statement of interest to
receive a copy of the Request for Proposal (RFP). All respondents shall
include in any request their assigned Commercial and Government Entity
(CAGE) Code. Respondents are further requested to indicate their
status as a Foreign-owned/Foreign-controlled firm and any contemplated
use of foreign national employees on this effort. Responses should be

513-255-7655. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
are invited to contact ASC's Ombudsman, ASC/SY, Mr. Daniel L. Kugel,
at 513-255-3855 with serious concerns only. Direct all requests for
solicitations and routine communication concerning this acquisition to

AAK-96-02 in their responses. RFP release for this program is projected
