A -- ADVISORY GROUP ON ELECTRON DEVICES (AGED). THIS ANNOUNCEMENT IS IN TWO PARTS. THIS PART 1 OF 2 PARTS. POC Mark Pacer, WL/AADM, 513-255-7655. NOTICE: This announcement is in two parts. Part 1 of 2 parts. The Wright Laboratory, Avionics Directorate, is considering the following proposed contracting action. The procurement is to be a competitive award for exploratory development technical and management services in support of the DoD Advisory Group on Electron Devices (AGED), of the AGED working groups, and of the Tri-Service Joint Directors of Laboratories (JDL) Reliance Technology Panel for Electronic Devices (TPED) planning and execution processes. The DoD Instruction 5129.39 ''DoD Advisory Group on Electron Devices,'' dated 17 November 1992, gives detailed information about the functions of AGED. The ''Charter of Working Groups of Advisory Group on Electron Devices,'' 12 March 1984, renewed as per Federal Register, Vol. 57, No. 61, Pg. 10753, on 30 March 1992, gives further detailed information about the AGED working groups. The document, ''Tri-Service Science and Technology Reliance,'' Annual Report, December, 1992, prepared by Joint Directors of Laboratories, AD-A261682, gives detailed information about the JDL Reliance TPED. It is available to registered Defense Technical Information Center (DTIC) users only from DTIC, Attn. DTIC-BCR, Cameron Station, Alexandria, VA 22304-6145, and is available to all others from the U.S. Department of Commerce, National Technical Information Service, 5285 Port Royal Road, Springfield, VA 22161. Scope: It is the purpose of this program to provide for a Secretariat capability to provide the organization, staffing services, and facilities to perform the functions as outlined in the Statement of Work. The management structure shall be capable of responding to the flexible nature of the scope of work. The personnel assigned to the AGED Main Group, to each of the AGED Working Groups, and to the JDL Reliance TPED shall have sufficient familiarity with electron device research and development programs to provide the required services as outlined. Methods must be available to accomplish each of the tasks and to provide the degree of technical knowledge to respond to the changing nature of these tasks. The contractor shall be responsible for a wide range of documentation that comprises a normal part of the day-to-day functions of AGED and the JDL Reliance TPED. The contractor shall plan for meetings and the topics to be discussed or presented at these meetings based on input from the services and other government agencies. The contractor shall document the meetings of the AGED Working Groups, AGED Main Group, and JDL Reliance TPED. In many cases, the agendas and reports may contain classified - up to SECRET, ''For Official Use Only'', procurement sensitive material, or combinations of all three. The contractor shall organize, administer, and document the AGED Special Technical Area Review (STAR) meetings. The contractor shall annually review the progress of ongoing or completed programs and support planning for future long range electron device research and development efforts. The Secretariat shall be responsible for the dissemination of information to each of the AGED Working Groups, the AGED Main Group, and JDL Reliance TPED, including electronic communications as appropriate. The contractor shall conduct special surveys as requested for AGED and the JDL Reliance TPED by the Contracting Officer's Technical Representative (COTR). The contractor shall list and maintain government sponsored electron device projects and descriptions of each project. The contractor shall plan for and provide the facilities suitable to hold classified meetings up to the SECRET level and to accommodate as many as 50 people for any individual meetings to be held within 25 miles of the Arlington, VA, Crystal City complex. In the event that an issue arises that cannot suffer a delayed response, the contractor shall conduct a poll to coordinate participant comments/votes on specific programs/problems. TASKS: The contractor shall provide administrative, technical, and engineering services in support of the DoD AGED and the JDL Reliance TPED. The services to be provided include the following: 1. The contractor shall provide technical advice and assistance to the Government and plan for meetings, establish topics for discussion, provide meeting sites, and document meetings of the AGED Main Group and its three Working Groups. 2. The contractor shall organize, administer, and document the results of AGED STARs requested by the COTR. 3.The contractor shall maintain a data base sufficient to permit evaluation of the Tri-Service electron device program in terms of content, emphasis, balance, and realism of goals by the AGED Main Group and AGED Executive Director. 4. The contractor shall support AGED decisions in correlating ongoing and planned electron device programs with various DoD documents to determine relevance of the program to operational requirements. 5. The contractor shall support AGED in the analyses of ongoing and planned system development programs (e.g., radar, sonar, guidance, communications, electronic warfare) to determine the expected impact of the electron device program on military systems. 6. The contractor shall summarize the results of DoD sponsored electron device research and development for AGED on an annual basis. 7. As tasked by the COTR, the contractor shall conduct and document special AGED surveys requested by the AGED Executive Director including an annual survey of active DoD in-house programs. 8. As tasked by the COTR, the contractor shall conduct technical studies in connection with electron device research and development for AGED. 9. The contractor shall list Government sponsored electron device projects and document descriptions of each project for AGED. END OF PART 1 (0193)
