Contracting Officer, (301)394-3439. The Army Research Laboratory
intends to procure for the disassembly, refurbishment, and
reinstallation of an existing Leica/Cambridge EBMF 10.5 lithography
system. The Contractor shall prepare for shipment the entire
Leica/Cambridge EBMF 10.5 electron beam lithography system, prior to
transport from Fort Monmouth, NJ. The Contractor shall be responsible
for the on-site refurbishment of the Leica/Cambridge 50 kV gun,
advanced stigmator, high-capacity gun vacuum system, special gun
isolation valve and complete re-cabling at the Adelphi site. The
Contractor shall calibrate and test all Leica/Cambridge EBMF 10.5
equipment installed and refurbished at the Army Research Laboratory,
Adelphi, Maryland site. The Contractor shall provide a one year parts
and labor warranty from date of acceptance of system installation. It
is intended to award a contract to Leica, Inc., 111 Deer Lake Road,
Deerfield, IL 60015, pursuant to FAR 6.302-1. Because of the highly
specialized nature of this system, many items are proprietary. For this
reason, it would not be possible for any vendor other than Leica, Inc.,
to have the specific knowledge of the systems configuration, and the
proprietary technology needed to disassemble, refurbish, and reinstall
the system to working condition. Market research has demonstrated that
Leica, Inc., is the only vendor capable of meeting the Government's
minimum needs. The proposed contract action is for an item for which
the Government does not own specifications and drawings to permit full
and open competition. Firms that recognize and can perform the
required items described above are encouraged to identify themselves
and give written notification to the Contracting Officer, and provide
supporting evidence to the Contracting Officer, within fifteen (15)
calendar days after date of this publication. The final determination
by the Government not to open this requirement to competition, based on
any information provided, is soley within the discretion of the
Government. All responsible sources may submit a bid or proposal which
will be considered by the Agency. No telephone requests will be
