R -- ARCHITECT-ENGINEER SERVICES, BATTLE CREEK ANG BASE, BATTLE CREEK, MI SOL F9CECS-1910-0100 POC Contract Specialist Eva Lauchie', Contract Spec (517) 483-5902 (Site Code W56LS9) Perform Type ''A'', ''B'', and ''C'' Architectural and Engineering Services and Code and Criteria Reviews. The construction cost of the facility to be designed is $5,000,000 to $6,000,000 range. Type ''A'' services (Investigative Phase) shall include, but not be limited to, necessary surveys, testing, excavation, research, examinations, and investigations to include all site, electrical, mechanical, and structural surveys, and verifications of all dimensions, measurements, and locations of all existing facilities, utilities, and equipment. Type ''B'' services (Design Phase) shall include all calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contract. Design shall be based on information furnished by the Government at the criteria review conference and on the results of the Type ''A'' services. The design must be furnished in the latest edition of ''Auto Cad'' computer design. Design in ''Metric'' measurements is a requirement of this contract. Code and Criteria review include periodic 6 month reviews of the design project to insure code and compliance requirements are met, (optional, if required). Reproduction of Bid Documents. Ability to reproduce specifications and drawings for issue to bid. Type ''C'' services shall include all labor, equipment, and materials required to provide construction site inspection, submittal and shop drawing approval, as well as material testing required by the construction documents. This is an optional service if required. The government intends to issue a fir-fixed price contract with a design/review schedule that has design 95% complete by 15 June 1997. The selection criteria will include, in order of importance; a. Professional qualifications necessary for satisfactory performance of required services. b. Specialized experience and technical competence in the type of work required. c. Capacity to accomplish the work in the required time. d. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. e. Location of the firm with respect to the project site and knowledge of the locality of the firms, given the nature and size of this project. f. Demonstrated success in prescribing use of recovered materials and achieving waste reduction and energy efficiency in facility design. g. Acceptability under other appropriate evaluation criteria. Architectural Engineering firms that meet the requirements and wish to be considered are invited to submit Standard Form (SF) 254 and 255 to the Contracting Office within thirty (3) calendar days (inclusive) of the date of the appearance of this announcement in the US Dept. of Commerce, Commerce Business Daily (CBD). If a current (less than one calendar year) SF 254 has been previously submitted to Battle Creek ANG Base, Base Civil Engineer's Office, then it is not mandatory to resubmit. However, a letter stating that a current SF 254 is on file and that the firm is interested in being considered for the project must be submitted within the prescribed time frame to assure consideration. Also, firms responding to this announcement must state in Block #25 on page 3 of their SF 255, the size status of their firm.
